SUBJECT: JOB DESCRIPTION - LEAD HAND (UNION)
DEPARTMENT OF COMMUNITY SERVICES
RECOMMENDATIONS: I respectfully recommend;
1. That this report be received; and
2. That the attached job description for Department of Community
Services Lead Hand be approved; and
3. That Council authorize Staff to advertise for the position of
Lead Hand in accordance with the Union Agreement.
BACKGROUND & COMMENTS:
In conjunction with Recommendation Number 22 of the Culture and Recreation Master
Plan and during the 1984 Budget discussion, the need for establishing a new
position within the Community Services Department Staff was considered and
approved with adoption of above - mentioned budget.
The attached job description encompasses all areas of responsibility for the Lead
Hand within the Community Services Department. The position will permit greater
flexibility in carrying out the duties of the department. As a result a major
problem of overtime will be reduced. The job description also allows for the
successful candidate to acquire responsibility within the Building Maintenance
function of the Community Services Department in an attempt to minimize
Administrative Staffs involvement with the day to day operation of the facilities.

SUMMARY OF DUTIES:
Under the direction of the Facilities Manager or the Parks and Cemetery
Foreman, the Lead Hand is Primarily responsible for the directing of maintenance
required at all facilities, parks and cemeteries maintained by the Community Services
Department and supervision of related full time and casual staff.
During the main operational season of the arenas (Sent. - March) the Lead-Hand
will report to the Facilities Manager and during veal; operational' season of the
Parks and Cemeteries (April - August) report to the Parks and Cemeteries Foreman.
The exact date of transfer of responsibility to Parks and Cemetery Foreman
from Facilities Manager and vice versa will be determined by the Director of Community
Services or his desiUnate.
RESPONSIBILITY:
1. In conjunction with the Facilities I'lanager or the Parks and Cemeteries Foreman
(where applicable) plans work schedules ensuring the highest productivity of
staff and equipment and also provides supervision and -training for the 'effective
development of staff.
2. It is the responsibility of the Lead Hand to ensure that all equipment and
machinery is maintained in good operating condition through a regular Preventive
maintenance program and mechanical operations manual.

4. To assist in the development of related current budget, capital budget, five
year forecast and other operating policies and procedures.
5. To handle correspondence related to ,job responsibilities and nrenare reports
from time to time as required.
G. To physically work with the wort; force or crew as necessary.
7. To assume responsibility for work performed by work force or crew.
8. To provide supervision on the maintenance and minor repairs to Town owned
buildings including monitoring of maintenance contracts issued by the Town and
fire safety equipment installed in Tot-in owned buildings.
RESPONSIBILITY
9. To liaison with appropriate staff on insurance claims against property damage
and advise on major capital renovationsor replacement of facilities.
10. To perform other related duties as may he assigned from time to time.

QUALIFICATIONS,
1. At least three years experience in maintenance and operation of arenas; swim-
ming pools; park maintenance; cemeteries and general building maintenance.
2. Be in the possession of a Basic Refrigeration Certificate.
3. Working knowledge of machine maintenance and general repairs is essential.
4. Working knowledge of basic building maintenance matters such as heating and
plumbing.
5. Practical knowledge of general construction trades would be an asset.
6. [lust possess a valid "Class A" Drivers License.
7. Ability to meet and deal courteously and effectively with the public and be
willing to increase or update qualifications by attending seminars, courses
and conferences from time to time.
8. lust be willing to work shifts, irregular hours and overtime as required in
accordance with Town Policies and the Collective Agreement.
9. At least three (3) years experience in the operation of heavy machinery
(ie) backhoe and tractor.
