HomeMy WebLinkAboutCS-23-85CORPORATION OF THE TOWN OF NEWCASTLE 16 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO LIC3A6 TELEPHONE 623 -3379 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD OCTOBER 7 1985 REPORT: CS -23 -85 SUBJECT: ENERGY AUDITOR'S PROGRAM SCHEDULE (TENTATIVE) RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That report CS -23 -85 be received for information. BACKGROUND AND COMMENT: As Committee members are aware, Mr. Kevin Greene was contracted by the municipality to perform the Energy Auditor's duties on municipal buildings for a period of one year commencing September 9 1985. A program schedule (attached) has been developed outlining a number of phases that will take place in performing the audit. I would point out to Committee members that this schedule is merely a working guide and as a result must be flexible to allow changes if the need arises. It is our intention to conduct the audit on all municipal buildings at the same time, in an effort to allow the various Hall Boards the opportunity to benefit from the program. Mr. Greene has been provided with office space at the Newcastle Fitness Centre and may be reached there or through the Community Services Department during office hours. Director of Community Services ui- 5(d) CORPORATION OF THE TOWN OF NEWCASTLE DEPARTMENT OF COMMUNITY SERVICES ENERGY AUDITOR'S PROGRAM SCHEDULE (TENTATIVE 1985 September 9 - October 9 HISTORICAL ANALYSIS Purpose: 1) To gather past and present energy consumption costs. 2) To determine energy consumption patterns through graphical representation. 3) To provide an opportunity to compare the efficiency of facilities of similar use. October 10 - November 15 WALK THROUGH AUDIT Purpose: 1) To yield a list of minor energy sensitive items which can be attended to without capital investment. 2) To identify other items requiring further study and /or major capital investment. November QUARTERLY REPORT November 18 - April 30 1986 DIAGNOSTIC AUDIT Purpose: 1) To technically analyse individual equipment and processes. (Identifying each piece of equipment and how much energy it should be consuming based on its size). 2) To examine operating and maintenance procedures. 3) To simulate an energy balance which traces the flow and transformation of energy. 4) The Diagnostic Audit should answer the question "Why does this building consume as much energy as it does ?" 1986 February QUARTERLY REPORT March 9 SEMI ANNUAL REPORT - MINISTRY OF MUNICIPAL AFFAIRS U1 - 5(d) May 1 - June 18 PRIORITY LISTING /GRANT INVESTIGATION Purpose: 1) To reduce payback on capital investment projects and categorize them as to implementation feasibility. 2) To investigate the possibility of obtaining grants to perform necessary work. May QUARTERLY REPORT June 19 - August 1 ESTABLISH MONITORING AND MAINTENANCE PROGRAM Purpose: 1) To reduce wear on machinery and cost of repair by establishing preventative maintenance scheduling. August 4 - September 12 FINAL REPORTS Purpose: 1) To summarize energy conservation activities and results undertaken throughout the year.
