REPORT NO. CS -21 -85
SUBJECT: SCHOOL SWIM TEAMS REQUEST FOR REDUCED RENTAL RATE FOR USE OF INDOOR POOL.
RECOMMENDATIONS:
it is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following;
1. That report CS -21 -85 be received.
2. That Staff review the present user pay policy and present facility rental rate
structure and report back to the General Purpose and Administration Committtee of
Council with recommendations in time for 1986 budget considerations.
3. That the students from the Northumberland and Newcastle Board of education be
allowed a 50% reduction in the facility rental rate charged for the use of the
Newcastle Fitness Centre pool.
4. That the High schools be advised of Council's actions.

Two requests have been received, as per the attached letters, for subsidy towards the
rental rate charged for the use of the indoor pool. The present rental rate for the
indoor pool is $29.00 per hour plus $5.75 per hour per guard required.
There exists a joint use agreement between the Northumberland and Newcastle Board of
Education (the Board) and the Town of Newcastle (the Town) for the use of outdoor
facilities of player- fields. However no such formal agreement is in place for the use
of indoor facilities i.e. gyms , pools, arenas.

In previous years and presently there is cooperation in the sharing of indoor
facilities to our mutual benefit.
The Board does have a policy for the use of school facilities revised and
effective February 1, 1985. There are five (5) categories of users defined as
follows:
Group -A - EXEMPT
- generally applies to school and school related activities and
including some related activities and including some non profit and
charitable organizations.
Group -B - PREFERRED
-most activities sponsored through our Community Services Department.
Group -C - COMMUNITY, CULTURAL
- independent community groups; generally adult and culturally related
groups.
Group -D - COMMERCIAL - LOCAL
- activities of local commercial organizations.
Group -E - COMMERCIAL - NON -LOCAL
-non local commercial activities
There are different rental rates established for each of these categories.
In examining our own user pay policy there is generally only one rate related
to full cost recovery of the cost of the facility. There is, however,
inconsistency in the manner by which we apply this user pay policy to school
use of Town facilities . For example elementary schools use our arenas at no
charge but are charged full rate for the use of our indoor pool. It should
also be noted that we do not apply our full cost recovery user pay policy to
all our facilities. Groups use our ball diamonds for a token fee and this fee
dos not reflect the overhead costs.
The time requested by the Swim Teams is during early morning and time not
normally booked by our Department . Hence any revenue generated through use
of this time is in excess of our budget projections. ../3

It seems that based on the above a review of our current user pay policy and
our method of establishing rental rated is warranted. In the course of
reviewing this matter staff will liaise with the Newcastle Community Service
Planning Board. Thereafter staff will report back to the General Purpose and
Administration Committee of Council in time to be part of the 1986 Budget
process.
In the meantime it is recommended that the two swim teams be allowed a reduced
facility rental rate of 50% of the regular rental rate.

Town of Newcastle, Ontario.
For the past four years I have been employed part -time at
the Newca3tle Fitness Centre and am a fully - qualified lifeguard
and swim instructor. During that time I have both completed
and taught the Esso Swim Canada program, which focuses on
competitive swimming skills. This year for the second year
I am also acting as assistant coach of the summer swim team.
We are extremely proud of our swimmers and the trophies and
medals they have won, but we also understand their disappointment
that there is no winter program available for them.
Several of our swim team members have approached me
regarding the possibility of forming a Bowmanville High School
swim team next winter. It is something I would very much enjoy
doing for my school and for my town. We have teachers who have
agreed to serve as staff advisors, and the Physical Education
Department at BHS has expressed an interest in this program
providing funding of this new sports program can come within
their budget without taking away from an established program.
We would be willing to schedule our practice sessions for
times when the pool is not presently in use. Could your
department consider a discounted pool rental rate to assist us
in forming a BHS winter swim team?
