Municipality of Clarington Report PDS-028-23 Report Overview Page 2 The purpose of this report is to provide an update on the status of Secondary Plans and Subwatershed Studies in Clarington. Since initiation of the Secondary Plan program in 2017, Council has adopted three Secondary Plans and adopted one Subwatershed Study. Nine other Secondary Plans and one Subwatershed Study continue to progress. Throughout the process, Planning and Infrastructure Services staff is engaging the landowners and public for feedback on how our community should and will grow. In responding to the COVID-19 pandemic, the Secondary Plan program quickly transitioned to virtual meeting platforms and has conducted 22 Public Information Centres and six Statutory Public Meetings. 1. Background 1.1 The Secondary Plan program was initiated following the approval of the current Clarington Official Plan in 2017. The process outlined in the Official Plan for Secondary Plans was developed in collaboration with the development industry. Staff report PSD- 071-17 informed Council of the process for the preparation or amendment of a Secondary Plan, the process inputs, and the secondary planning work to be undertaken. 1.2 In November 2019, staff provided an update to Council on the Secondary Plan program (PDS-051-19). Since this time, Council has adopted three Secondary Plans and adopted one Subwatershed Study (a key input). Nine other Secondary Plans and one Subwatershed Study have been initiated by Council and are on -going. These Secondary Plan and Subwatershed Study areas are shown in Attachment 1. 1.3 Since program conception in 2017, staff have provided numerous project -specific updates on our progress to Council. A list of reports is provided in Attachment 2. 1.4 Two additional project updates are the subject of concurrent separate reports: PDS-025-23 Recommendation Report to adopt the Wilmot Creek Neighbourhood Secondary Plan, Official Plan Amendment 130, April 24, 2023 PDS-029-23 Project update for the Courtice Transit -Oriented Community and GO Station Area Secondary Plan, April 24, 2023 1.5 On February 27, 2023, Council endorsed Clarington's Housing Pledge to implement the 13,000 units target by 2031 as required by the Province (PDS-009-23). Much of this growth will occur in Secondary Plan areas. 1.6 The purpose of this report is to provide an update on the current status of Secondary Plans and Subwatershed planning in Clarington, including recently completed projects. The Secondary Planning Process What is a Secondary Plan 2.1 Secondary Plans are policy documents that provide development policies at a neighbourhood level to guide growth. They provide more specific land use policy direction for an area than the general designations of the Official Plan. Typically, they are developed for areas that are undergoing major development changes. 2.2 Secondary Plans provide value to the community by ensuring that growth is developed in a localized manner that is appropriate for the surrounding community. They provide an opportunity to develop policies that are tailored to a specific community and establish neighbourhood character. 2.3 Secondary Plans must conform to the principles, goals and objectives of the Official Plan. They include the goals and vision for a specific neighbourhood and provide a framework for how to implement this vision through specific land use policies and maps. They establish the appropriate mix of land uses, height and density of development, the road and trail network, parkland system, and natural heritage system. Some Secondary Plans include the requirement for Block Master Plans, which provide more detailed design policies for a specific area within a Secondary Plan. 2.4 The 12 Secondary Plans initiated to date by Council will guide development in Clarington to the year 2031 and beyond. Nine of these Secondary Plans predominantly support residential development, while secondary planning around the Courtice and Bowmanville GO Train Station Areas and for the Energy Park will establish strong frameworks to support employment growth and business development. Planning Process 2.5 The Clarington Official Plan defines the process for the development and updating of Secondary Plans, and the policies that Secondary Plans must contain. The Secondary Plan process has been designed to address five guiding priorities, as follows: • Sustainability and climate change; • Urban design; • Affordable housing; • Community engagement; and • Coordination of initiatives. 2.6 The process for privately -initiated Secondary Plans was detailed in Report PDS-071-17. Council policy requires that all Municipal expenses for any privately initiated Secondary Plan be recovered 100% by the landowners' group, while Municipal funds are used to Municipality of Clarington Report PDS-028-23 Page 4 update and prepare Secondary Plans that are of strategic importance to the Municipality, such as the Bowmanville West and Bowmanville East Urban Centres. Subwatershed Studies are funded 50% by the Municipality and 50% by the landowners group. 2.7 Each Secondary Plan and Subwatershed Study is led by Municipal Planning staff with support from Clarington's Development Engineering, Communications, Finance, Legal, and Purchasing staff. 2.8 A Steering Committee has been established for each of the privately initiated Secondary Plans and for the Subwatershed Studies. The Steering Committees consist of representatives from all agencies and landowner groups, as well as representatives of key institutions. The role of the Steering Committee is set out in the Terms of Reference as approved by Council at the start of each project. 2.9 Public consultation is major aspect of the Secondary Plan process. Public Meetings and Public Information Centres ensure that the public is informed about the changes that will occur in a Secondary Plan area, and that they are given an opportunity to provide input and direct growth in their community. Feedback from the community is incorporated at various stages in the development of a Secondary Plan to ensure that the Plan reflects the community's needs. 2.10 A Subwatershed Study is the first step and a key input into the preparation of a Secondary Plan. They are required to be completed prior to the development of greenfield areas as per the Provincial Growth Plan, the Durham Region Official Plan, and the Clarington Official Plan. A Subwatershed Study establishes the base environmental parameters for neighbourhood planning and identifies the responsible management strategies for future development. Recommendations from a Subwatershed Study are implemented via the Secondary Plan policy framework and the subsequent build out of neighbourhoods. 3. Secondary Plans Update Courtice Secondary Plans 3.1 The Southeast Courtice Secondary Plan(www.clarington.net/SoutheastCourtice) is bounded to the north by Highway 2 and to the east by Hancock Road, while the southern boundary is south of Bloor Street and the western boundary is located east of Prestonvale Road near Robinson Creek. The Secondary Plan area is approximately 295 hectares and includes tributaries of Robinson Creek and Tooley Creek. 3.2 This new Secondary Plan will create transit -oriented neighbourhoods and will include a diverse range of housing located within walking distance of shopping, services, schools, and amenities. It will include a variety of densities and a mix of uses along Bloor Street Municipality of Clarington Report PDS-028-23 Page 5 and Courtice Road. Attachment 3 provides the Land Use Schedule for this Secondary Plan area. This example identifies the pattern and location of land uses in the Secondary Plan area. 3.3 A linked system of parks and trails will support ease of pedestrian movement throughout the area. Attachment 4 to this report is a Transportation, Parks and Open Space schedule for this Secondary Plan area. This example outlines the transportation network and where parks, open spaces, and trails are envisioned to be located. 3.4 The Southeast Courtice Secondary Plan was adopted by Council in December 2020 and approved by the Region of Durham in March 2022. Several development applications within the Secondary Plan area are being processed. 3.5 The Southwest Courtice Secondary Plan(www.clarington.net/SouthwestCourtice) is bounded by Bloor Street to the north, Hwy 401 to the south, the City of Oshawa on the west and Robinson Creek to the east. It is approximately 216 hectares. 3.6 This project is an update to the previous Bayview Secondary Plan. The updated Secondary Plan creates a blueprint to guide the creation of a walkable neighbourhood with new homes, a school and parkland. There will be greater connectivity throughout south Courtice with the addition of new roads, such as the extension of Townline Road south to the future GO Train station. The Secondary Plan also provides increased access to the existing neighbourhood to the north and surrounding natural areas. 3.7 The Southwest Courtice Secondary Plan was adopted by Council in May 2021 and was approved by the Region of Durham in November 2022. 3.8 The Courtice Transit -Oriented Community (TOC) and GO Station Area Secondary Plan (www.clarington.net/CourticeTOC) is located in the southern part of Courtice, bounded by Robinson Creek to the west, Highway 418 and Courtice Road to the east, the Southeast Courtice Secondary Plan to the north, and Highway 401 south. The Secondary Plan area is approximately 400 hectares. 3.9 This new Secondary Plan includes a Major Transit Station Area (MTSA) for the future GO Station, a high school, and numerous elementary schools and parks. As confirmed through Public Information Centre (PIC) #2 on Sept. 29, 2020, the community supports planning for a complete, transit -oriented community, including taller buildings and denser development, protection of natural features, enhanced trail and transit networks and support for the protection of existing and future employment uses. This input informed the development of land use options which were presented to the public at PIC #3 on March 22, 2022. The Phase 2 Summary Report is complete and the subject of the separate report PDS-029-23. Staff will be hosting two planning and design sessions, one with the landowners group and another with property owners who are not part of the landowners group. Staff will use insights from these sessions to prepare an emerging land use plan for presentation to the public at a future PIC. 3.11 While planning for this neighbourhood continues, the Municipality awaits the Province's decision on Regional Official Plan Amendment 186, which designates the MTSA. Once the MTSA designation has been approved, Clarington has one year to complete the Secondary Plan and implementing zoning by-law for these lands. The Region of Durham estimates the MTSA portion of the Secondary Plan area will provide 13,100 units upon build -out. 3.12 The Courtice Waterfront and Energy Park Secondary Plan (www.clarington.net/energypark) is located in south Courtice, bounded by Darlington Provincial Park to the west, Crago Road to the east, Highway 401 to the north, and Lake Ontario to the south. The Secondary Plan area is approximately 293 hectares and is proposed to include an 18-hectare Municipal Wide Waterfront Park. Tooley Creek crosses through the Secondary Plan area and outlets within the proposed Waterfront Park area. 3.13 The eastern side of the Secondary Plan area includes an energy park cluster and a clean energy innovation hub. The western lands include mixed -use and commercial uses to provide economic opportunities to the visitors of the Waterfront Park, the employees within the Energy Park and the residents of the area. 3.14 A Draft Secondary Plan and Urban Design Guidelines were presented to the public at a Statutory Public Meeting held June 13, 2022 (PDS-029-22). As directed by Council, the next steps would have been to review the comments received and prepare a recommendation for Council's consideration. However, with the recent announcement by Ontario Power Generation that they will no longer be constructing their headquarters in the Energy Park, it is necessary to pause the Secondary Plan to determine if the Municipality of Clarington Report PDS-028-23 Page 7 vision for the Courtice Waterfront and Energy Park Secondary Plan remains valid as a result of this announcement. 3.15 In addition, a Land Use Compatibility Study to assess the proposed sensitive land uses in the Courtice Waterfront area with the adjacent employment uses to ensure an adequate separation distance is ongoing. 3.16 Also at the June 13, 2022, Planning and Development Committee meeting, a preliminary Courtice Waterfront Park Concept Plan was presented. The Courtice Waterfront Park was designated in the Clarington Official Plan, however, was deferred by the Region of Durham. Council has directed Staff to proceed with the related public engagement process. Consultation on the preliminary Courtice Waterfront Park Concept Plan is being incorporated into the work program for the renewal of Clarington's Waterfront Strategy. The park and its design will ultimately be incorporated into the overall Updated Waterfront Strategy for Council approval. 3.17 The Farewell Heights Secondary Plan (www.clarington.net/FarewellHeights) is in north Courtice, east of Tooley Road, south of Pebblestone Road, west of Courtice Road, and north of the Adelaide Avenue extension. The Secondary Plan area is approximately 107 hectares. 3.18 There is a mixture of parcel sizes and existing land -uses within this new Secondary Plan area, including large agricultural parcels, residential properties, and a large commercial property (Witzke's Greenhouse). The Farewell Creek runs throughout the Secondary Plan area. 3.19 A Statutory Public Meeting to initiate the project was held on December 6, 2021 (PDS- 063-21). Authorization to commence the Secondary Plan was ratified by Council on December 13, 2021. Response to the Municipality's Request for Proposals is currently under review by staff and the landowners group. Bowmanville Secondary Plans 3.20 The Bowmanville West Urban Centre and Major Transit (GO) Station Area Secondary Plan Update (www.clarington.net/BowmanvilleWest) is located in central Bowmanville, bounded generally by Aspen Springs Drive to the south, Bowmanville Creek (Brookhill Tributary) to the north and Green Road and Boswell Drive to the west. The eastern border is irregular. The proposed MTSA encompasses the entire Secondary Plan area, totaling 127 hectares. 3.21 The new GO Train station and the related transit -oriented development are key drivers of change for this area and the Secondary Plan update. The Secondary Plan area is being planned as the main concentration of commercial and mixed -use development in Clarington. It will include diverse housing, shopping, and services, along with new open Municipality of Clarington Report PDS-028-23 Page 8 spaces and boulevards. It will also include higher population densities and increased building heights to support the GO Train. 3.22 Walkable streets and sustainable design will create a vibrant neighbourhood where young families and older adults will enjoy living and working side by side. In addition, improved cycling and pedestrian opportunities will provide better connections to the rest of the community. 3.23 Since 2019, three PICs have been held for this Secondary Plan, as follows: • PIC #3 on October 1, 2020, presented concept plans and obtained input for the proposed land uses, building heights, and public realm improvements being contemplated; • PIC #4 on September 23, 2021, presented key policy directions and updated concept plans based on the input received at and following PIC #3; and • PIC #5 on March 8, 2023, was undertaken at the request of Council and provided a review of the Secondary Plan process and work completed to date, aiming to re -introduce and broaden awareness of the project and its relationship to Provincial and Regional policy direction for MTSA areas. 3.24 The MTSA designation for this Secondary Plan area will also be guided by the Province's decision on Regional Official Plan Amendment 186 (see section 2.10). 1 ,.. " , G ..4111114 Figure 2 — Renderings showing sample concepts for the Bowmanville West Urban Centre and Major Transit Station Area 3.25 The Brookhill Neighbourhood Secondary Plan Update (www.clarington.net/Brookhill) is located north of the Bowmanville West Urban Centre and MTSA, south of Nash Road, east of the Bowmanville Urban Area boundary, and west of Bowmanville Creek. The area currently developed is behind (north of) the Walmart on Highway 2. The total area is 300 hectares. Municipality of Clarington Report PDS-028-23 Page 9 3.26 The Secondary Plan Update is an opportunity to advance the forward -thinking planning approach established for this area ten years ago. The updated Secondary Plan will guide future development of the neighbourhood by enhancing street and building design, incorporating sustainable practices, and creating pedestrian connections to green space. 3.27 On May 25, 2021, Council adopted OPA 126 to include the updated Brookhill Neighbourhood Secondary Plan, in the Clarington Official Plan. Council amended staff recommended OPA 126 by deferring a decision on the Future Block Master Plan area, which leaves the site designation as it was in the original Secondary Plan and allows individual property owners to submit their own OPAs. OPA 126 is currently with the Region of Durham for review and final approval. 3.28 The Bowmanville East Urban Centre Secondary Plan Update (www.clarington.net/BowmanviIleEast) is located along King Street East in Bowmanville; Liberty Street intersects the area. It includes downtown Bowmanville, Bowmanville Hospital, Bowmanville Mall, and the former Goodyear lands. It includes a portion of Soper Creek on the east side and a portion of Bowmanville Creek on the west side. This Secondary Plan is within the Soper Creek Subwatershed Study Area. 3.29 The updated Secondary Plan would reshape and revitalize the area, reflecting the opportunities of emerging new development while preserving the heritage character of downtown Bowmanville. There is an opportunity to create a medical hub surrounding Bowmanville Hospital and mixed -use development on the former Goodyear lands. Improvement to pedestrian connections are envisioned to and from downtown to Bowmanville Creek and in the east business district to the hospital and Soper Creek. 3.30 A demonstration plan for the Bowmanville East Urban Centre was presented to the public at a PIC held on June 1, 2022. Technical studies in support of the demonstration plan, including development of the former Goodyear lands, are currently underway. A Phase 2 Summary Report is also being prepared to summarize work done to date and public feedback received in Phase 2 of the project. 3.31 The Soper Hills Secondary Plan (www.clarington.net/SoperHills) is on the east side of Bowmanville, bounded by Lambs Road on the west, Providence Road on the east, the Canadian Pacific (CP) rail line on the north, and Highway 2 on the south. Soper Creek transects the Secondary Plan area, which measures approximately 193 hectares. 3.32 This new Secondary Plan area includes a Neighbourhood Centre (commercial/ services), mixed -use areas, Regional and Local Corridors with higher densities, elementary schools, and a community -wide park. The design will promote healthy lifestyles by integrating a mix of land uses with active transportation connections. Municipality of Clarington Report PDS-028-23 Page 10 3.33 PIC #2 for the development of the Secondary Plan was held on June 22, 2022, to present and solicit feedback on land use alternatives and proposed evaluation criteria for the area. A summary of input received is provided in the Phase 2 Summary Report available on the project webpage. Development of the emerging land use plan for presentation to the Steering Committee and the public is underway. 3.34 The Soper Springs Secondary Plan(www.clarington.net/SoperSprings) is located in the north part of Bowmanville, bounded by the Bowmanville Urban Area boundary to the north and east, Concession Road 3 to the south, and Liberty Street to the west. The total area is 186 hectares. This Secondary Plan is within the Soper Creek Subwatershed Study Area. 3.35 The Secondary Plan is an opportunity to create a cohesive and sustainable neighbourhood that balances where people live with the surrounding natural environment. The urban design of the community will incorporate strong connections to nature, parks and trails. Preservation of the surrounding natural environment is a top priority for this Secondary Plan area. 3.36 The progression of the Soper Springs Secondary Plan is generally aligned with secondary planning for Soper Hills. Similarly, land use alternatives were presented to the public for feedback at a PIC held on June 29, 2022. A summary of input received is provided in the Phase 2 Summary Report available on the project webpage. Development of the emerging land use plan for presentation to the Steering Committee and the public is underway. Newcastle Secondary Plans 3.37 The Wilmot Creek Neighbourhood Secondary Plan (www.clarington.net/WilmotCreek is located south of Highway 401 and north of the Canadian National (CN) rail line and the existing Wilmot Creek Adult Lifestyle Community. Its westerly boundary is Bennett Road and the interchange for Highway 35/115 forms the easterly boundary. It is approximately 42 hectares. 3.38 This new Secondary Plan will develop an environmentally sustainable and healthy community, integrated and connected green spaces, efficient transportation and trail systems, and a vibrant commercial area. The Secondary Plan area is intended to be an inclusive pedestrian -oriented community that supports walkability and active living with accessible amenities. 3.39 Over the past two years, this Secondary Plan has progressed through consultation on the emerging plan for the Secondary Plan area (PIC #2 held April 15, 2021), release of a draft Secondary Plan and Sustainable Design Guidelines, and presentation at a Statutory Public Meeting held on October 25, 2021 (PDS-052-21). Public, Steering Municipality of Clarington Report PDS-028-23 Page 11 Committee and Agency comments have supported refinement of the Secondary Plan and Sustainability Guidelines. 3.40 Recommendation report for Official Plan Amendment 130 to adopt the Wilmot Creek Neighbourhood Secondary Plan is the subject of the separate report PDS-025-23. After adoption by Council, the Secondary Plan will be sent to the Region of Durham for final review and approval. 3.41 The North Village Secondary Plan(www.clarington.net/NorthVillage) is located in the north part of Newcastle, bounded by Hwy 35/115 on west, Arthur Street on east, Concession Road 3 on north, and a draft approved subdivision within the North Newcastle neighbourhood to the south. It is approximately 52 hectares. 3.42 The Secondary Plan will create a neighbourhood that includes a diverse mix of housing with access to shopping, services, schools and amenities. The urban design of the community will promote healthy and active lifestyles by integrating the mix of land uses with active transportation connections. 3.43 The emerging land use plan, including location of parks, a school and different forms of housing for the Secondary Plan area was presented at PIC #4 held on March 30, 2023. Feedback received on the design will help to refine the land use plan and drafting of Secondary Plan policies, and presentation of a draft Secondary Plan and Urban Design Guidelines at a Statutory Public Meeting. Secondary Plan Progress Summary 3.44 A comprehensive, transparent and collaborative process has been established for the updating and development of Clarington's Secondary Plans, and provides for their unique attributes and opportunities, and the input of landowners and the public to be considered. 3.45 Each Secondary Plan is currently in a different stage of development. Figure 3 depicts the progress to date on each Secondary Plan project highlighted herein. 3.46 These Secondary Plans will accommodate a substantial amount of growth in Clarington. Table 1 provides an estimate of the population and units provided with complete build out of each plan. Some estimates are provided in Clarington's Official Plan and from the Durham Region Housing Intensification Study (2021). However, as part of each Secondary Plan a land budget is prepared for the alternative plans and the emerging plans that refines units and population estimates. Subwatershed Studies Update 4.1 The Secondary Plan program has included Subwatershed Studies for the Tooley and Robinson Creeks in Courtice and a portion of the Soper Creek in Bowmanville (Attachment 1). Recommendations from these Subwatershed Studies are implemented via the Secondary Plan policy framework and the subsequent build out of the associated neighbourhoods. Robinson Creek and Tooley Creek Subwatershed Study 4.2 The Robinson Creek and Tooley Creek watersheds are two of the smallest within Clarington. The study area for the Subwatershed Study includes the full extent of both Municipality of Clarington Report PDS-028-23 Page 14 watersheds, with focus being on the portions of the watersheds that fall within the Courtice Urban Area boundary. Given their size and general location within the Courtice Urban Area, these watersheds are especially vulnerable to the effects of changing land use and the impact of development. The Subwatershed Study impacts the majority of the Secondary Plans in Courtice, including: • Southeast Courtice; • Southwest Courtice; • Courtice Transit -Oriented Community and GO Station Area; and • Courtice Waterfront and Energy Park. 4.3 On February 7, 2023, a Subwatershed management strategy and monitoring plan, and recommendations for land use plans and further study needs was presented to the public at PIC #2. Based on the feedback received, the Phase 2 and 3 technical study report was finalized. At the Planning and Development Committee meeting of March 27, 2023, Council was informed of completion of the Robinson Creek and Tooley Creek Subwatershed Study. The Subwatershed Study recommendations were adopted in principle on April 4, 2023. Implementation of the recommendations will occur through the effected Secondary Plans and subsequent development applications. Soper Creek Subwatershed Study 4.4 The Soper Creek Subwatershed Study area represents only a portion of the larger Soper Creek Watershed. It extends across the northern part of Bowmanville and along the eastern limits of the Bowmanville Urban Area. The Subwatershed Study Area is approximately 1,343 hectares and encompasses the Soper Springs and Soper Hills Secondary Plans. 4.5 In December 2022, the Phase 1 Existing Conditions Report was presented to the Subwatershed Steering Committee and to the public at PIC #1. The Existing Conditions Report investigates and inventories the natural resources which could potentially be impacted by future development in the Soper Hills and Soper Springs Secondary Plan areas. Preliminary constraints and opportunities to be considered as Secondary Plans within the study area are developed were identified. The findings of the Phase 1 report will inform the development of a Subwatershed management strategy and monitoring plan in the next stage of the study. Phase 2/3 study must consider and thus will proceed in concert with the release of the emerging land use plan for the Soper Hills and Soper Springs Secondary Plans. Subwatershed Study Progress Summary 4.6 As with Secondary Plans, Subwatershed Studies require several steps. Figure 4 summarizes the progress to date on each study. Community Engagement 5.1 One of the guiding principles of each of the Secondary Plans and Subwatershed Studies has been community engagement. Interaction with the public provides valuable insight and perspectives to the project teams of each unique area. At the same time, engagement provides an opportunity to educate and inform the public of growth pressures and policy priorities, including provincially mandated requirements that guide the creation of new plans and that continue to evolve. 5.2 Shortly after the November 2019 Secondary Plan program update to Council, community engagement was required to adapt to respond to the impacts of the COVID- 19 pandemic and comply with public health guidance. This resulted in a shift to a virtual engagement format, which presented both opportunities and challenges. 5.3 Key community engagement activities for each Secondary Plan and Subwatershed Study are outlined in the updates provided in the previous sections. Table 2 provides an overall summary of the community engagement events that have taken place since the Secondary Plan program conception in October 2017. Municipality of Clarington Report PDS-028-23 Page 16 5.4 In addition to the community engagement events listed in Table 2, information has also been shared with members of Council, partner agencies, indigenous communities, Steering Committees, landowner's groups, interested parties, and utilities. 6. Financial Considerations 6.1 There are no financial considerations directly resulting from this update. As secondary plans are completed, financial considerations will be included in the applicable reports. 7. Concurrence 7.1 Not Applicable. 8. Conclusion 8.1 Planning and Infrastructure Services continues work to implement the Clarington Official Plan through the advancement of 12 Secondary Plans and two Subwatershed Studies occurring at the same time. 8.2 Since initiation of the Secondary Plan program in 2017, progress has included the completion of one Subwatershed Study (Robinson/Tooley Creek) and three Secondary Plans (Southeast Courtice, Southwest Courtice, Brookhill Neighbourhood). A third Secondary Plan (Wilmot Creek) has been recommended to Council for adoption, concurrent to this report. All of these plans involve extensive community engagement events, gathering valuable feedback. 8.3 The Secondary Plan program is a key component of Clarington's framework to accommodate 13,000 units by 2013 in accordance with the Province's housing target allocation. In progressing through development of the remaining nine Secondary Plans, the Municipality will need to remain flexible to respond to changing regulatory requirements and local circumstances. 8.4 Staff will continue to update Council at regular intervals on the progress of these plans.
