(416) 263 -2231 987.5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JANUARY 3, 1983. REPORT NO.: WD-4-84 SUBJECT: REQUEST FROM MR. ALFRED GARRARD FOR THE INSTALLATION OF A FLASHING LIGHT AND HIDDEN INTERSECTION SIGN AT MIDDLE ROAD AND THE 8TH CONCESSION OF DARLINGTON. RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That Mr. Alfred Garrard be advised that the Town does not consider the installation of a flashing light at the intersection of Middle Road and the 8th Concession, necessary. r ��r On November 21, 1983, Mr. Alfred Garrard appeared as a delegation at the General Purpose and Administration Committee Meeting, expressing concerns about visibility and safety at the intersection of Middle Road and the 8th Concession, east of Haydon. r d� ...2c , Page 2 REPORT NO. WD -4 -84 Mr. Garrard indicated the following: 1. Westbound traffic on the 8th Concession can see a left - turning northbound vehicle less than 175 feet from the intersection. 2. There is, presently, only a small sign warning of the intersection. 3. A school bus and mail car make the left turn. 4. Regional police agree that it is a hazardous location. Prior to Mr. Garrard's appearance at Committee, the situation had been reviewed in the field with him and the attached letter was sent. Mr. Garrard disagreed with the letter stating that there is more than local use of the road, and that we should not wait until there is an accident to do something. However, having considered this intersection as compared to many similar locations in the Town, I could not recommend installation of a flashing light. Intersections used by higher traffic volumes where similar conditions exist, including the intersection of Best Road and the 9th Concession of Clarke, and the Durham Road 14, Concession 6 intersection. Discussions with the Regional Traffic Office and Ministry of Transportation and Communications indicate that the warrants for such treatment are very rare. ...3 Page 3 REPORT NO. WD -4 -84 Having considered the above, the fact that this installation could lead to several other similar installations, and the fact that accidents have 'not' occurred, it does not seem prudent to install the flashing light. A larger sign in closer proximity to the intersection would be of benefit and such an installation could be undertaken by this department. Respectfully submitted, s R.G. Dupuis, P. L1C 3K2 Dear Sir: RE: Hidden Intersection Sign on the 8th Concession at Middle Road R. DUPUIS, P. ENG., DIRECTOR TEL, (416) 263 -2231 987.5039 November 15, 1983. Further to your letter and our meeting on this matter, I have given further consideration to your suggestion of a large "Hidden Intersection" sign with a flashing light. The intersection in question is at the brow of a hill and has, for traffic approaching from the east, a warning sign at the base of the hill. This sign is old and could be replaced and moved closer to the intersection. From what I can determine, the road to the north, from Concession 8, is used primarily by you and a few other neighbours. Accordingly, the number of turning vehicles is not great, which makes the potential for accidents very low. We could not, therefore, justify the installation of an abnormally large sign with a flashing light. As I understand it, you have been using the intersection for several years and there has not been an accident during that time, a further demonstration that the location is as safe as at similar locations on other roads. Having considered the circumstances and the overall need for such installations in the Town; i.e., there are other locations where the flashing light could be more readily justified, I could not recommend what you have suggested.
