SUBJECT: 1983 ROAD NEEDS STUDY UPDATE.
RECOMMENDATION:
It is respectfully recommended:
That this report be received for information.
Each year, an update of the Road Needs Study is performed to
ensure that it provides an accurate inventory of the Town's
Road System. The 1983 Update has been completed and is
documented in a booklet which, due to its bulk, will be
handed out at -the General Purpose and Administration
Meeting.
The following summarizes 'the more pertinent information
contained in the booklet:

1. Tables 1 & 2 on Page 3, summarize the road system by
Surface Type and Road Function. From Table 1, it will
be noted that the Town has about 689.8 kilometres (km)
of road comprised of primarily 412.3 km of
gravel road, 110.0 km of hard top pavement, and the
balance made up of either prime or surface treatment.
Table 3, shows about 581 km of rural roads, 27.1 km of
urban roads and 77.6 km of semi -urban roads.
2. Table 3 on Page 4, summarizes the recognized needs in
the Town's road system. It will be noted that we have
over $40 million worth of needs in the road system
with the now plus one -five year needs, which are the
basis for subsidy, being $42,078,000. Table 4 on
Page 5, summarizes total needs over the past four
years. It will be noted that the needs have increased
about $9 million as a result of the 1983 Update.
3. Tables in Appendix "A" summarize "benchmark costs ",
i.e., provide a summary of the approximate costs for
the various methods of reconstructing a road. For
example: from the first line on page A2, a two lane
urban arterial road would cost approximately $430,000.

a full storm sewer system.

4. The envelope at the back of the report contains a
series of maps which show the vaious road sections,
railway crossings, and bridges in the Town's road
system. Each is identified by a section number, or
number which has a corresponding description of
conditions in the tables in Appendices "B", "C", "D".
For instance, the various road sections are described
in Appendix "B ", conditions of the various bridges in
the Town's road system are summarized in Appendix "C"
and the Railway Level Crossing inventory is summarized
in Appendix "D ".
As indicated previously, the Needs Study document is very
important from the view of subsidy and the information it
contains. It is hoped that Members of Council can use it to
benefit, however, if questions arise, I would be pleased to
discuss them.
