REPORT NO.: WD -13 -84 SUBJECT: 1983 CANADA /COMMUNITY DEVELOPMENT PROGRAM (CCD) SIDEWALK 1983 CANADA /ONTARIO EMPLOYMENT DEVELOPMENT PROGRAM (COED) BRUSHING 11111 1 ' 1 It is respectfully recommended: That this report be received for information. BACKGROUND: The Canada Community Development Sidewalk Repair and Lakefront Clean -up Project began with the hiring of a project supervisor for one week in February, 1983, to organize the proposed work. The crew was subsequently hired in May. The major objectives of this program were: to repair deficient and unsafe sidewalks throughout the Town of Newcastle; and, to clean up brush and litter on municipally owned lakefront property, while providing meaningful employment and training for the unemployed. 4��� Page 2 REPORT NO. WD -13 -84 During the first two weeks, the lakefront properties were relieved of garbage, brush and weeds. The lakefront area in Bond Head, known as the "Glen ", is now being used as a passive park and has received favourable comment from area residents. The clean -up program in the Bowmanville Beach area initiated further clean -up by the residents and was favourably received. The sidewalk portion of the program began in the Hamlet of Burketon with the crew breaking out old concrete, forming, pouring and finishing new sections of walk. From Burketon, the crew proceeded to other hamlets and villages within the Town. In general, residents and staff were pleased with the much needed improvements to the sidewalks. The original intent of the program was to be fully labour intensified, in that the breaking up and removal of the sidewalk would be completed by hand. Early productivity results indicated that this work would be better handled by machines and regular Town staff were utilized to assist in the project. The program provided an opportunity for unskilled labourers to work with concrete and become familiar with construction equipment, methods and procedures. The following locations have been repaired by the crew. The sidewalk study and inventory is being updated to reflect the improvements. ...3 VIIX Page 3 REPORT NO. WD -13 -84 The Canada /Ontario Employment Development Program (Brushing) began in early May with the crew brushing on Bragg Road and Concession Road 2. Other areas where the crew completed brushing projects and roadside maintenance are shown on the attached map. The crew also completed other roadside maintenance projects including sodding and seeding of the Darlington Sport Centre drainage ditch. The major objectives of the Brushing Program was to remove brush to reduce or eliminate drifting snow conditions and drainage restrictions within the road right -of -way, while providing meaningful employment.
