SUBJECT: SOURCE SEPARATION FOR HOUSEHOLD WASTES
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received for information.
BACKGROUND:
In June of 1983, Council directed the Works Department to
research and report on source separation of domestic solid
wastes. Contact has been made with various groups and
agencies to assemble the relevant information on the
subject. We are now in a position where a report on the
methods, impacts, and recommendations could be made,
however, as a result of a recent meeting such action might
be premature.

At a recent meeting of Regional Public Works Department
Heads for the lakeshore municipalities, including the Region
itself, this topic was discussed and it was determined that:
i) The Region, who would benefit from reduced useage of
landfill sites through source separation, is
interested in helping to get the concept off the
ground;
ii) The Town of Newcastle, through its June resolution,
is interested in the concept;
iii) The City of Oshawa has been approached on the subject
by a private firm interested in embarking on a project
in the city;
iv) The Town of Whitby is trying to arrange a presentation
by the firm operating the source separation project in
Kitchener.
With all of this activity, it is felt that a co- ordinated
effort may be beneficial and as a result, joint meetings and
presentations are being proposed. It is, therefore,
recommended that the Town of Newcastle participate and that
subsequent reports on the matter be presented to Committee.

REPORT NO.: WD -18 -84
SUBJECT: CLOSURE AND CONVEYANCE OF A PORTION OF
CONCESSION STREET (UNOPENED) BETWEEN
REGIONAL ROAD 57 AND OLD SCUGOG ROAD
IN BOWMANVILLE.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the unopened portion of Concession Street,
between Regional Road 57 and Old Scugog Road in
Bowmanville, be closed and conveyed to the abutting
owners; and,
3. That the value of the lands involved be established in
the amounts of $3,100.00 for Part 1, $560.00 for Part
2, $1,200.00 for Part 3; and,
4. That the closure and conveyance be approved subject to
the following conditions:
a) That all parts be acquired by the abutting
land owners, who would normally be entitled to
the lands, i.e., Part 1 to Stevens, Part 2 to
Pypker, Part 3 to the Bowmanville Foundry,
b) That the lands conveyed be subject to easements
in favour of any utility companies whose
services are located on them.

5. That staff be authorized to complete the procedure
for closure and conveyance of this road allowance in
accordance with Town Policy
11.1101,14 $
A petition from the abutting owners has recently been
received for the closure and conveyance of the unopened
portion of Concession Street, between Regional Road 57 and
Old Scugog Road, in Bowmanville. The applicants and their
solicitors have been advised of Town Policy in such matters
and have complied with all of the necessary steps todate.
The area of land comprising this particular section of
Concession Street is about 2.20 acres. The road allowance
in question, has no potential with respect to the Town's
transportation network, therefore, its only value is that of
additional holdings to the adjacent landowners.
An Appraisal Report prepared by D.J.M. Bullied assesses this
municipal road allowance described as Parts 1,2, and 3, of a
survey prepared by M.D. Brown, O.L.S., (File No. 83047 -R) at
a total value of $4,860.00.
In accordance with Town policy, the applicants are required
to advise the Town that all parts of this section of road
allowance will be closed and conveyed and that no parcel of
land will be landlocked as a result of this closure and
conveyance.

In addition, the applicants must enter into an agreement to
grant easement for agencies whose services are located on
the subject road allowance. We are advised that a Bell
Canada cable is located on this road allowance. Once the
above - mentioned requirements are adhered to, this conveyance
will proceed.
As the land is of no forseeable use to the Town, and since
conveyance will free the Town from any future responsibility
for the land, closure and conveyance is recommended, in
accordance with Town Policy.

allowance, do hereby petition the Council of the Corporation of the Town of
Newcastle to close same, by by -law, and convey the lands thus gained, in
accordance with the terms and conditions of The Municipal Act, Section 301,
Chapter 302, R.S_0. 1980.
We hereby agree that, upon Council approval of this petition, we will
register the Plan of Survey and will accept the responsibility for any costs
involved in finalizing any and all transactions, as apportioned by the Town
in accordance with the size of the parcels of land to be gained.
This Petition is accompanied by a cheque in the amount of $250. 00 (Two
Hundred & Fifty Dollars) (non - refundable) and we further agree to pay the
