REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF FEBRUARY 6, 1984.
REPORT NO.: WD -20 -84
SUBJECT: MECHANICS VACANCY
FLEET SECTION - PUBLIC WORKS DEPARTMENT.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Director of Public Works be authorized to
hire a Class "A" Mechanic to fill the vacancy created
by the retirement of Mr. Aldin Hoar.
BACKGROUND & COMMENT
As a result of the retirement of Mr. A. Hoar in March,
1983, a mechanics vacancy was created in the Works
Department Fleet Section. Report WD -46 -83 was submitted for
information purposes and suggested that the vacancy remain
open while consideration was being given to fleet staffing
and operations.

On November 17, 1983, Mr. Reg Noakes, Mechanic, Division 1,
became ill and was hospitalized. At present, Mr. Noakes is
recovering favourably, but it is undetermined when he will
be able to return to work. Mr. Noakes would normally retire
in May, 1985, creating an additional vacancy.
At the present time the Fleet Section of the Works
Department is operating with one full time mechanic. Major
repairs such as engine rebuilds or warranty work are let to
outside firms when prices quoted are considered more
economical to in -house repairs. The Public Works are also
responsible for maintaining the Animal Control vehicles as
well as Parks and Recreation vehicles. The department has
been fortunate in obtaining the services of a retired
mechanic on a part -time basis during the illness of Mr. R.
Noakes.
To accommodate the daily operation of the Fleet, it is
recommended that the vacancy created by the retirement of
Mr. Hoar be filled.

RECOMMENDATION:

BACKGROUND AND COMMENT:
On March 31, 1983, Mr, Alden Hoar, Mechanic, Division 1,
retired, which created a vacancy in the Fleet section of the
Works Department.
Staff are of the opinion that the total needs of the Fleet
Section must be reviewed before a recommendation is made in
regard to a replacement. Consideration will be given to
Equipment Management Systems and reporting methods which
take into account such fleet problems as downtime,
depreciation, excessive fuel consumption, and economical
replacement time. Alternatives to in -house repairs will
also be considered.

It is intended that the mechanics position will remain
vacant until the review is completed.
