REPORT NO.: WD -25 -84 SUBJECT: ROADSIDE DRAINAGE WITZKE DRAINAGE PROBLEM CONCESSION 4, DARLINGTON (PEBBLESTONE ROAD) RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That Council reconsider the findings of Report WD -3 -84, attached hereto, and direct staff to either: a) do nothing; b) ditch the south side of Pebblestone Road from the Witzke property to Farewell Creek; c) install a catchbasin and a plastic drain from the Witzke property to Farewell Creek. 3. That the Witzkes' be advised of Council's decision on this matter. ...2 Page 2 REPORT REPORT: Members of Council have on two previous occasions considered Works Department reports and recommendations on this matter. However, there has been no direction as to which course of action to pursue. The Witzkes' have again contacted the Works Department making it desirable to decide whether to make improvements or not. Accordingly, the attached report is provided for Council's reconsideration. In considering the matter, it might be worth members of Council knowing that during the flooding conditions which occurred everywhere in the Town on February 14, 1984, no unusual problems were experienced in the subject area. REPORT NO.: WD -3 -84 SUBJECT: ROADSIDE DITCHING - WITZKE DRAINAGE PROBLEM, CONCESSION 4, DARLINGTON (PEBBLESTONE ROAD). RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That Council consider the findings in this report and direct staff to either: a) do nothing; b) ditch the south side of Pebblestone Road from the Witzke property to Farewell Creek; C) install a catchbasin and a plastic drain from the Witzke property to Farewell Creek. 3. That the Witzkes be advised of Council's decision in this matter. ...2 - 6� Page 2 REPORT WD -3 -84 On November 21, 1983, the General Purpose and Administration Committee considered Report WD -92 -83 on this matter which recommended: "That roadside ditching along the south side of Concession Road 4, as requested by Mr. Witzke, not be performed ". After considerable discussion, Resultion No. GPA- 927 -83 was put forward and carried, stating: "That the Director of Public Works dialogue with the property owners to re- assess the feasibility of how drainage could be accomplished to the satisfaction of the Town of Newcastle and the property owners and report back." On December 1, a meeting was held with the Witzkes and the following alternatives were discussed: 1) do nothing; 2) Ditch from the Witzke property to Farewell Creek; 3) Place plastic field tile from the front of the Witzke property to Farewell Creek; 4) Cost share one of alternative 2 or 3. ...3 Page 3 REPORT WD -3 -84 Alternative 1 - Do nothing. T -) This alternative is, of course, unacceptable to the Witzkes as they would be left with the present drainage problem. From the Town's viewpoint, this may be the most desirable course of action. There are many areas such as Trull's Road in the 3rd Concession, Pebblestone Road just east of the Oshawa /Newcastle Townline, Preston Road in Concession 2, to mention only a few, where the surrounding area is flat, there is very little in the way of drainage outfalls and where there is standing water in the ditches in people's front yards most of the time. The Witzke situation is no worse than any of these, and for the Town to consider a remedy to all such cases would be very difficult and costly to implement. Alternative 2 - Ditching. This alternative was presented in Report WD -92 -83 wherein it was explained that such action would cost between $3,000.00 and $4,000.00 with a need to enter on private property for ditch slopes. The Witzkes have indicated their willingness to allow the Town to utilize their lands for ditch slopes, and advised further that they had spoken to their neighbours and felt they too would have no problem in this respect. The Witzkes would be satisfied with such a proposal. From the Town's point of view, the price tag and precedent are pertinent facts for consideration. ..4 Page 4 REPORT WD -3 -84 Alternative 3 - Subdrains. This alternative was explored with a field tile installer who has equipment with the capability of laying up to 8" diameter plastic pipe. It is estimated that to drain the area in question would require about 1000 feet of 8" diameter plastic pipe, with a filter fabric, at a cost of about $2.25 per foot for a total of $2,250.00. Clearing, driveway restoration, and other restoration would likely bring his g price up to about $3,000.00. The installer indicated that his equipment could plough pipe to a depth of about 4.5 feet, however, the depth at which the pipe would have to be laid exceeds 5 feet in some locations. Accordingly, this alternative may not be feasible, both from r the practical and cost viewpoint. Furthermore, perforated pipe at depths in excess of 2 or 3 feet would not likely be effective in draining the full length of ditch. Solid plastic pipe with a catchbasin in front of the Witzke property could be installed at about $2,000.00 assuming that the deepest section would have to be hand dug. Such a proposal would be akin to installing storm sewers in a rural area, a practice which the Town would have difficulty in financing. Alternative 4 - Cost Sharing. The Witzkes showed no interest in cost sharing, therefore, no further consideration was given to this possibility. ...5 Page 5 REPORT WD -3 -83 The above, which points out the various alternatives and potential implications and problems associated with each, is presented for Council's consideration.
