Knight Stanley DISCLOSURES OF PECUNIARY INTEREST Mayor Hamre chaired this portion of the meeting, MINUTES DELEGATIONS Councillor Schell indicated that he would be Disclosing a Pecuniary Interest with respect to Report PD-026-00. Councillor Young indicated that he would be Disclosing a Pecuniary Interest with respect to the item pertaining to the Orono Mill Pond Dam and the remaining forestry lands listed under "Other Business". Resolution #GPA-IOO-OO Moved by Councillor Schell, seconded by Councillor Trim THAT the minutes of a regular meeting and a special meeting of the General Purpose and Administration Committee held on February 28,2000 be approved. "CARRIED" (a) Janine Dupuis, 3064 Holt Road, Bowmanville, LIe 3K4- re: Danger at comer of Holt Road and Nash Road - circulated a petition containing approximately 290 signatures of persons requesting a four-way stop at the intersection of Nash Road and Holt Road. There was a fatal accident which occurred on February 24, 2000 at this intersection and Mrs. Dupuis fears that this "killer corner" will also be very dangerous for children riding their bicycles. 301 . . . PUBLIC MEETING (b) Don Welsh, 4280 Mearns Avenue, Bowmanville, LIC 3K5 -re: Clarington Beech Centre - advised that the older adult membership has now reached 400 and that the parking lot can only accommodate 45 cars. He requested that Council rescind a by-law which prohibits parking on both sides of the street and requested that staff be directed to report to Council within one month on how to best resolve the parking issue at the Clarington Beech Centre. He advised that he would be happy to meet with staff regarding this issue and stated that he did not have suggestions at this time. Councillor Novak chaired this portion of the meeting. Pursuant to the Planning Act, the Council of the Municipality of Clarington, through its General Purpose and Administration Committee, is holding a Public Meeting for the following application: (a) Rezoning Application - Part Lot 14, Concessi"n 8, Former Township of Darlington - Louise and Robert Martin The Clerk's Department sent public notice for the rezoning application by first class mail on or before February 18,2000 to all property owners within 120 metres of the subject property in accordance with the latest municipal assessment record. In addition, a notice was also posted on the site prior to February 18,2000. This notice procedure is in compliance with the Ontario Regulation made under the Planning Act. (a) Report PD-023-00 - Louise and Robert Martin - the purpose and effect of the application is to permit the construction of a single detached dwelling unit. No one spoke in opposition to this application. John Wood, 12 Mill Street, Hayden, LIC 3K2 expressed support for the application on the basis that the property is not suitable for agticultural pnrposes. Robert Martin, 15 Maple Street, Hayden, LIC 3K2 circulated photos of his property and described the background of the application. He noted that the area being rezoned is located outside of the valley land. He also noted that in the mid 1980's, a rezoning application was approved for the lands situated north ofthe subject site. He stated that he purchased the property in 1991 and that his existing dwelling is now too small for his family. Mr. Martin advised that, even though there is a possibility that his request may be denied, he will do everything necessary to meet the requirements of the municipality. Area Municipal Official Plan Amendment PLN 2.3.2 Street Name Change for a Portion of Waverly Road And Watson Drive PLN 25.1.21 . THAT Report PD-024-00 be received; THAT the proposed Plan of Subdivision revised and dated December 1999, as per Attachment #2 to Report PD-024-00, be approved subject to the conditions of Draft Approval contained in Report PD-024-00; THAT the "Holding (H)" symbol be removed by by-law upon execution of a subdivision agreement; THAT the Mayor and Clerk be authorized, by by-law, to execute a Subdivision Agreement between the Owner and the Municipality of Clarington at such time as the agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning and Development; THAT a copy of Report PD-024-00 and Council's decision be forwarded to the Region of Durham Planning and Department; and THAT all interested parties listed in Report PD-024-00 and any delegation be advised of Council's decision. Moved by Councillor Novak, seconded by Councillor Schell THAT the delegation of Janine Dupuis requesting a four-way stop at the intersection of Holt and Nash Roads be referred to staff to be taken into consideration during the preparation of this report. "CARRIED" 313 G.P. & A. Minutes . OTHER BUSINESS Furore of Orono Mill Pond dam And remaining Forestry lands . ADJOURNMENT . - 14- March 20, 2000 Councillor Young stated a pecuniary interest regarding the Future of Orono Mill Pond dam and the remaining forestry lands; vacated his chair and refrained from discussion and voting. A member of Councillor Young's family owns a portion of these lands. Resolution #GPA-155-00 Moved by Councillor Mutton, seconded by Councillor Trim WHEREAS the Ministry of Natural Resources is discussing the furore of the Orono Mill Pond dam and the remaining forestry lands; AND WHEREAS the resounding sentiment from the community is that the forestry lands remain in public ownership; NOW THEREFORE BE IT RESOLVED that the Municipality of Clarington confirms its full support for the forestry lands to remain in public ownership; AND FURTHER that the Municipality of Clarington request a joint meeting be set up with the MNR, the Ganaraska Region Conservation Authority and the Municipality of Clarington regarding a furore land management plan to fully enshrine the forestry lands in public ownership; and THAT this resolution be approved FORTHWITH.
