CS -15 -85 SUBJECT: STATUS OF C.L.O.C.A PLANS RELATED TO THE TOWN OF NEWCASTLE RECOMMENDATIONS: It is respectfully recommended that the Newcastle Community Services Planning Board receive this report for information. „t," BACKGROUND AND COMMENT: On July 23/85 the undersigned met with Mr. Rick Clow, conservation areas manager for C.L.O.C.A., to discuss the status of C.L.O.C.A. master plans in the Town of Newcastle. At this meeting we reviewed the six master plans presently existing. Attached please find a copy of the follow up letter sent by Mr. Clow hi- lighting the status of each site. Should the committee wish further information please contact the undersigned or Mr. Clow. One copy of all six master plans are available at the Community Services Office. July 29, 1985 Mr. Jan Devantier, Director of Community Services, Town of Newcastle, 40 Temperance Street, Bowmanville, Ontario L1C 3A6 Dear Si r: This letter will follow up our meeting of Tuesday, July 23rd which was in response to your letter of July 10th regarding the status of this Authority's Area,s within the Town of Newcastle. This Authority presently has fourteen Conservation Areas totalling in area 2,921 acres, of which six are within the Town of Newcastle and total 1,472 acres in area. Proceeding in a point form review from south to north, these areasare: 1) Bowmanvi.11e Harbour C. A. - presently totalling 82 acres, in 1985 we reconstructed a public boat launch ramp. For 1986 we are pro - posing land acquisition plus construction of a walkway and vault toilets and installation of picnic items (tables, barbecues) and a sign. 2) Bowmanville Valley C. A. - presently totalling 74 acres, due to budget cutback no works were completed in this Area in 1985. Prior to further construction, the Authority would have to acquire fur- ther properties and is hopeful of some acquisition in 1986. 3) Stephen's Gulch C. A. - presently totals 325 acres. In 1985 we commenced construction of a parking site in order to service anglers and cross- country skiiers. No construction works are proposed for 1986. 4) Hampton C. A. - presently totalling 21 acres. This Authority's Chief Administrative Officer is responding to enquiries from the CENTRAL LAKE ONTARIO CONSERVATION AUTHORITY Mr. Jan Devantier, Town of Newcastle, July 29, 1985 Page 2 5) Enniskillen C. A. - presently totalling 160 acres. In 1985 we installed a prefabricated pedestrian bridge; in 1986 we propose to install water and electrical services to our northern picnic site in order to meet the demand for use of the Area. 6) Long Sault C. A. - presently totalling 810 acres. In 1985 we constructed an addition to the main parking lot. No works have been included in our 1986 preliminary proposals. The 1986 works mentioned above are very preliminary in nature and await Province of Ontario- Ministry of Natural Resources, and Central Lake Ontario Conservation Authority budgetary approval before becoming a scheduled project. All works conform to the masterplans for the Conservation Areas which, with some updating, will be re- forwarded to the Minister of Natural Resources for approval as a long term develop- ment guideline document. (No such approvals have been forthcoming for several years,however, now, the back log of requests for approvals may be alleviated). As indicated to you, all annual development proposals must be backed -up with demand and use statistical information and where we have a mutual interest (local or regional) in seeing certain projects to reality, then hopefully we can work together and share statistical information.
