SUBJECT: SUMMER RECREATIONAL ACTIVITIES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Report No. CS -14 -85 be received for information.
BACKGROUND AND COMMENT:
Attached please find information on two major programs scheduled this
summer.
Our own staff have finalized an exciting day camp program focusing on the
International Year of the Youth.
The Y.W.C.A. of Oshawa are also operating day camps in Tyrone and Orono this
summer.

The following is an update on the International Youth Year Summer
Activities:
ROLE OF THE DEPARTMENT OF COMMUNITY SERVICES

It was suggested in April that our Department be involved in promoting
International Youth Year 1985. Two major roles were recommended for our
department:
1) To co- ordinate the International Youth Year activities and
happening in the Town of Newcastle through various clubs, schools
and organizations*; and
2) To develop some special events or activities which our
department might implement during the summer months.
*At this date no club or organizations contacted has planned anything
special for International Youth Year.
STAFFING
It was agreed that this project would involved more time than full -time
staff could handle. Consequently, Teresa Miller, a physical education
student hired through the S.E.E.D. program was given I.Y.Y. as her major
job responsibility when she started work in May.
As far as implementing the actual programs, aquatic staff presently on
payroll will be able to help with supervision of the special
activities.

The anticipated cost of the program will be $1,625,75 which will be
offset by the projected revenue of $1,645.00. Since revenue will be
collected one week prior to the actual activity through
pre - registrations of participants, we will know in advance what
activities should be cancelled if costs are -too high.

PROMOTIONS
The pamphlet attached has been distributed to school in the Town and
will be handed out to students on the last day of school. Since the
major target group for this program is 7 - 12 years of age these same
pamphlets will also be made available at the Fitness Centre and the
Community Services Department. Advertisements and press releases will
be placed in local papers commencing July 3rd with a large ad promoting
all the activities planned. This week will be followed weekly with
pictures and a story of the previous week's activity (dependent on the
papers co- operation) and a focus on "Next Weeks Youth Day ".
IMPLEMENTATION
At this point all buses and bookings have been tentatively confirmed.
Dependent on registrations final confirmations will take place the week
prior to the actual event. Materials and prizes will also be purchased
one week prior to the actual event with hopes that some local businesses
may donate some of the prizes.
Staff schedules will be set up by July 5th with time confirmed with
individual staff every week.
EVALUATION
Evaluation of the program will be handled in four ways:
i) Financial: a look at the total costs and revenue of the
program
ii) Participants: verbal and written comments will be evaluated under
each specific activity
iii) Parents: any verbal or written comments from parents either
participating or picking up children will be
encouraged
iv) Staff: observations from staff supervising the program will
be examined including format of the day, facility,
number of participants and overall implementation,
problems and weakness
