REPORT TO COUNCIL MEETING HELD JANUARY 28 1985
REPORT NO. CS -01 -85
SUBJECT: FEASIBILITY STUDY - BOWMANVILLE ARENA
RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. That this report be received;
2. That Council endorse the recommendation of the Study Team
that ReThink Incorporated be awarded the contract for the
Feasibility Study on the Bowmanville Arena; and
3. That the total cost of the Feasibility Study including
advertising and report reproduction not exceed $20,000.00.
BACKGROUND AND COMMENT:
Out of the sixteen (16) requests for proposals, nine (9) firms
submitted proposals for the Feasibility Study on the Bowmanville Arena.
Out of the nine (9) firms, four were chosen to be interviewed by the
Study Team, they were: Greer Galloway & Associates of Peterborough,
ReThink Incorporated of Ennismore, Beddall- Shukla Partnership of Pickering
and Sveda Koyanagi of Burlington (not able to attend interview).
While the Technical Committee was impressed by all three proposals,
ReThink Incorporated proved.-to be most suited to meet the needs of the
Terms of Reference of our Feasibility Study. The technique for public
participation that was outlined in ReThink's proposal was extensive and
oppear to be the most suited to meet the needs of the project.
Please find attached a list of proposals and costs received.

** In order to meet the public involvement levels anticipated
in the project it was anticipated by the study team that a
survey would be necessary.
Greer Galloway estimated that such a survey would add
$4,500.00 to the proposal cost for a total project
cost of $19,563.00.
