SUBJECT: NCSAB GRANT POLICY SUBCOMMITTEE - BILL TOMLINSON - CHAIRMAN

RECOMMENDATIONS:
It is respectfully recommended that the report from the NCSAB Grant
Policy Subcommittee be received for discussion.
BACKGROUND AND COMMENTS:
The committee met on numerous occasions to review the existing grant
forms and formalize a policy for the Boards and councillors consider-
ation.
The following is our proposed form and policy:
1. Application Forms
Application form to be revised as attached. The new form
offers most if not all the information this board needs to
make a decision. One complete copy of financial statements
are to be made available at each meeting for reference if
any board member wishes clarification. This complete copy
of financial statements to be held by the chairman of the
board or his appointee.

2. Grant Statement of Policy
All groups within the boundaries of the Town of
Newcastle are eligable to apply for a grant or grants.
National, Provincial and /or local chapters do not
qualify for town grants.
3. Responsibility
Responsibility of overseeing grants that have been
approved by council, be that of Community Services.
The Community Services Department will also pay
capital grants only, on receipt of invoice.
Definition of a Capital expenditure is "addition to
or replacement. of! ". In areas of question the NCSAB
will reach a consensus.
