REMUNERATION FOR MANDATORY TRAINING COURSES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following: -
1. That Report CS -62 -86 be received; and
2. That the attached policy on part -time /seasonal aquatic staff remuneration
for mandatory training courses be adopted and effective January 1, 1987;
and
3. That this policy be referred to the 1987 budget.
BACKGROUND AND COMMENTS:
At the General Purpose and Administration meeting May 20, 1986 the following
resolution was passed:
"THAT the Director of Community Services bring forward a report on a policy
re: remuneration of part -time staff for attending mandatory training
sessions."
This motion was prompted because some part -time aquatic staff were required to attend
a pre - school workshop earlier this year and these staff felt that they should be paid
wages for attending the sessions.
Previous department practice has been for the Town to pay wages for mandatory training
sessions done in house only. However, no consistent policy has been used for non
mandatory courses or courses taken by part -time staff outside the Town.

Staff have reviewed policies of other area Municipalities related to the above issue
(see attached survey). It should be noted that most Municipalites pay wages to staff
for mandatory in house training only and generally 50% of any other courses taken by
staff.
Based on these policies and consultation with our part -time staff we have developed a
policy, attached, which we feel is fair and encourages our staff to become well
qualified without being a burden to the Town financially.

SUBJECT: PART - TIME /SEASONAL AQUATIC STAFF - REMUNERATION FOR
MANDATORY TRAINING COURSES _
In as much as the Town wishes to have well qualified aquatic staff, a policy
has been established to permit remuneration for part- time /seasonal staff
attending various training courses.
BASIC-QUALIFICATIONS
The minimum qualifications required by Community Services Department to work in
our aquatics program as a part -time or seasonal employee is the Royal Life
Saving Society Bronze and Red Cross Leaders awards. These qualifications must
be obtained by prospective staff prior to hiring at their own expense.
HIGHER QUALIFICATIONS
Incentive, wage increases, are offered to those staff aspiring to increase
their qualifications (ie. NLS, Instructors). These courses are not mandatory
and the time required for the course is the responsibility of the staff. When
these courses are offered in house current part -time staff shall receive a 50%
reduction on the course fee only. Materials and exam fees shall be the
responsibility of staff. Courses taken outside our Municipality shall not be
subsidized.
RE- CERTIFICATION
When the Town conducts its own re- certification courses, no course fees are
charged current staff members. However, material costs, examination fees and
time is the responsibility of the staff.
MANDATORY TRAINING
Mandatory training courses required by the Town to provide or maintain a high
level of skill shall be fully paid for by the Town. This also includes paying
staff wages for the duration of the course, when conducted in house. Staff
wages shall not be paid to part -time staff for training sessions out of Town.
Training courses which qualify under this section include emergency procedure
training, staff meetings and mandatory specialized training courses such as
C.P.R.
