Res. kl,P > 7, -S �, By -Law # MEETING: General Purpose and Administration Committee DATE: SEPTEMBER 15, 1986 REPORT #: CS -56 -86 FILE #: SUB.ECT: UNIVERSAL SKATE SHARPENERS LTD. "HAND OUT" RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: - 1. That Report CS -56 -86 be received for information. BACKGROUND AND COMMENTS: Staff submitted report CS -48 -86 at the July 7th, 1986 General Purpose and Administration meeting to enter into an agreement with Universal Skate Sharpeners Ltd. for the installation of a Universal Skate Sharpener in each of the two (2) arenas operated by the Town. This report was approved at the G.P. & A. meeting. However, based on a delegation by David Boyd (J.J. Sharpening & Locksmiths) at the July 14, 1986 Council Meeting the following resolution was passed: "THAT Report CS -43 -86 be received; and THAT staff review the existing skate sharpening services in the arenas using local input and report back to General Purpose and Administration Committee." Staff's research have found four (4) businesses in Bowmanville area that provide skate sharpening services. These are as follows: 1. J. & J. Sharpening & Locksmiths 2. Lewis Rent -All Centre Ltd. 3. Howard Anyan 4. Canadian Tire ../2 General Purpose and Administration Committee REPORT NO. CS -56 -86 Page 2. Skate sharpening in many cases is a personalized affair much like your hair - dresser. You go to the business that performs the service to your satisfaction and generally stay with that business. The first three businesses above have their own particular customers whether if be figure skaters or hockey players and it was staff's opinion 'the new unit at the arena would have little effect on the local businesses.1t must be noted that Canadian Tire has now installed one of these Universal Sharpeners. Mr. Boyd argued that not having the service right at the arena forces people especially during tournaments to go into Town for the service and possibly encourages them to patronize other local businesses. This argument has some merit and as such we withdraw our recommendation to have units installed at this time.
