TOWN OF NEWCASTLE SING: COUNCIL FLEETING DATE: SEPTEMBER 8, 1986 REPORT #: CS -54 -86 FILE #: SUBJECT: ORONO TOWN HALL ROOFING REPORT RECOMMENDATIONS: It is respectfully recommended that Council approve the following: 1. That CS -54 -86 be received and ■ File # Z, Res. # By -Law # 2. That staff be authorized to engage Warnock Horsey Professional Services Ltd. to set up the tender specs for the Orono Town Hall for: a) the removal and replacement of the roof shingles estimate $21,000 b) the installation of insulation and vapour barrier estimate $ 6,000 c) the installation of exhaust fans and related vents estimate $ 4,000 d) setting up tender documents and specifications and site inspection estimate $ 1,500 e) contingencies 15% estimate $ 4,650 TOTAL $37,150 Council Meeting Report CS -54 -86 page 2 3. That funding of the project come from the Building and Energy Conservation Account 2900- X -20 -5 and the General Capital Reserve Account 2900- X -17 -0 and 4. That staff seek any funding available from the Ministry of Energy to off set the cost of the project. BACKGROUND AND RECOMMENDATIONS Council authorized staff to proceed to obtain a professional appraisal of the status of the Orono Town Hall roof including possible energy saving options. Attached please find the report from Warnock Horsey as received September 2,1986. Staff would recommend that option #1 as recommended by the consultant be approved and that staff be authorized to tender the project as outlined. It is also recommended that Warnock Horsey set up the specifications and do a final inspection of the project. INSPECTOR THIS REPORT REFERS TO THE PROJECT: Roofing & Sheetmetal Orono Town Hall Orono, Ontario DATES OF INSPECTION: Aug. 13, 22, 1986. Introduction OF THE FOLLOWING: At the request of Mr. Joseph Caruana of the Corporation of The Town of Newcastle, Warnock Hersey Professional Services Ltd. conducted a visual examination of the roofing & sheetmetal on the above project. The purpose of the investigation was to determine and report upon the existing condition of the roof system and recommend various methods of replacement incorporating a minimum of insulation with an R -30 Yalue. Results of the visual examination: (First Option) The existing shingled roof system and ceiling cavity below were visually examined in order to confirm their method of construction and present conditions. The framing details were closely inspected to determine the feasibility of installing blown insulation and a vapour barrier within the ceiling cavity. It was confirmed that due to the structural members, various cross bracings and limited space that the vapour barrier could not be properly installed on top of the ceiling deck below the considered blown insulation without having numerous gaps permitting air infiltration,,it was therefore considered to create a flat substrate for the vapour barrier by installing an initial layer of 6 inches of fiberglas fill to the top of the existing roof joists, and then apply the vapour barrier on top of the insulation and mechanical fasten and caulk the vapour barrier to the top of the ceiling joists. Although this design is not a recommended practice within the insulation industry it is acceptable, if twice the amount of insulation is applied over the vapour barrier. This would give the system a total R -value of 52. Since the existing shingles are totally deteriorated they will require immediate replacement prior to the insulating of the ceiling. Should this methodology not be excepted it would cost in excess of $55,000 to reshingle and insulate the roof from the roof deck. Conclusions (Second Option) In order to insulate the ceiling from the roof deck, the existing shingles would have to be removed and additional wood blocking be installed on the wood roof deck. New ridge insulation would be mechanically fastened to the roof deck, over which new 2 inch plywood would be i- nstalled. Upon the completion of the above work, a new shingle roof could be applied. All cable ends would also have to be insulated and any openings within the ceiling cavity closed. Prior to the start of the above repair option a complete structural analysis would have to be completed to comfirm if the new loads introduced could be carried by the existing structure. Since the first option of remedial repairs will only introduce 12lbs /per square foot of additional loads to the existing structure we strongly recommend that the Town of Orono proceed with this option. Recommendations We presently recommend that the existing shingle roof be removed and replaced prior to the installation of the fiberglas blowing wool, vapour barrier and exhaust fans. The cost of the above would be as follows: Option No. 1 Item (1) The removal and replacement of'the shingles. Price $21,000 Dollars. i Item (2) The installation of blown fiberglas insulation and the vapour barrier Approx. Price $6000.00 Dollars. Item (3) The Installation of exhaust Fans and related vents. Approx. Price $4000.00 Dollars.
