SUBJECT: MEETING WITH BONITA CUNNINGHAM
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following: -
1. That Report CS -45 -86 be received for information; and
2. That a copy of this report be sent to Mrs. Cunningham.
BACKGROUND AND COMMENTS:
At the June 23rd, 1986 Council Meeting staff and Councillor Frank Stapleton were asked
to meet with Bonita Cunningham to address concerns raised by Mrs. Cunningham regarding
ice time allocation by the Community Services Department.
The meeting took place Thursday, June 26, 1986 and present were Frank Stapleton,
George Kennett, Fred Payne and the undersigned.
Three major issues were addressed:
a) excess ice time allocated to BMHA Toro's
b) prime time allocated to adult groups
c) considerable financial subsidy for Newcastle Village Hockey

Questions regarding ice time allocation to all star teams of other centres in the same
league as the Toro's were asked. Staff have investigated and the results are
attached. It should be noted that virtually all the teams have identical ice time
allotment for games including the Toro's. However, the Toro's seem to enjoy an extra
1/2 hour for the two (2) Pee Wee, two (2) Bantam, two (2) Midget and one (1) Juvenile
teams compared to most of the other teams in the league. But this is not the case.
If all five teams receive 1 1/2 hours of practices the total hours required would be
twenty -nine (29) hours for the eleven (11) teams. Adding the proposed four (4) girls
teams at 1 1/2 hours each (1 hour games and doubling up practices + 1/2 hours) six (6)
more hours would be required totaling thirty -five (35) hours. The Toro's have only
been allotted thirty -one and a half (31 1/2) hours for next season.
Considering the above staff cannot recommend decreasing the hours allotted to the
Toro's at this time.
Concern was also expressed that adult groups such as the Town League enjoy prime time
(Thurs. 7 - 11 p.m.). Staff have attempted and been unsuccessful to have this group
move to a later or less desirable time. Considering the history of this and other
adult groups no changes are recommended for next season.
The issue of the considerable subsidy given to the Newcastle Village Minor Hockey
Association was addressed at Budget deliberations. A meeting has been scheduled with
officials of this organization to discuss the organization taking over responsibility
of the hockey program and going on a decreasing grant situation similar to BMHA grant
allocation.
It is staff's intention to review the ice scheduling policy and bring back
recommendations prior to the completion of the new arena and the 1987/88 season.

Toros play.

* In most centres contacted, ice time for select teams is not included
with the house league ice time allotment. They are required to arrange
for their own time.
The Port Perry Hockey Association handles both allstar and house league.
They have twenty -nine teams and the arena board gave the league five
and a half hours of ice time per week for all practices. They rent extra
ice time at Blackstock but must pay for it themselves. Their practice
time is at 7:00 a.m. during the week.
