It is respectfully recommended to Council the following:
1. That Report CS -42 -86 be received for information.
BACKGROUND AND COMMFNTS:
At the June 16, 1986 G. P. & A. meeting staff was requested to submit a complete
financial report to this Council meeting listing:
- the properties maintained by the Town
- the properties maintained independently of the Town
- the properties maintained by the Town but not owned by the Town and their owners
- how often work is done
- traveling time
- equipment used and age of equipment
Equipment
our department have for the first time this year established a preventative
maintenance program on our equipment where all repairs and other costs are directly
charged to the specific piece of equipment. This will more accurately help in
identifying the life expectancy of the equipment. A sample of the form used is
attached (Schedule A) along with a complete list of all our equipment the age and
expected replacement year (Schedule B). Smaller items such as week trimmers and hand
mowers are not listed. This program has not been in place long enough to give useful
information for this report.

Parks
A complete inventory of parks can be found in the 1984 Master Plan and this inventory
is now being updated as part of the task of the NCSAP sub committee looking into an
updated parkland policy. A list of the 43 acres now being serviced by our department
is attached (Schedule C).
Service of Parks
This year we have started a grass cutting maintenance program as per the attached form
(Schedule C). The motive is to better identify the time, equipment manpower etc.
required for each park so we can improve our efficiency in grass maintenance.
The attached Schedule D is a breakdown of hours and associated costs of 'the grass
cutting program estimated by our foreman. Please note that after this year a more
accurate cost will be available.
On the average each site is cut every seven (7) to ten (10) days. The cutting
frequency varies according to the rate of growth during the season. The season itself
covers approximately twenty (20) weeks from May 15th to October 15th.
The attached list refers to a grass cutting crew of four (4) people (1 full -time
worker and 3 part -time workers). The crew required 114 hours for each cutting of the
forty -three (43) sites for which we are responsible. It must be noted that traveling
time to and from the various sites is included in the cutting time.
This report does not include cost of gasoline, oil and repairs on each piece of
equipment.
There are also Town owned parks in Solina, Tyrone and Kendal which are cut by various
Park Boards; but funded by the Town.
The Town Hall, Police and Fie Station, Bell Building and Museum are cut by the
department maintenance man, Peter Boots.
The Community Services Department is reimbursed for cutting at the following locations:
1. Lions Centre 250.00
2. St. Stephen's School 150.00
3. St. Joseph's School 200.00
4. Orono Abandoned Cemetery 1,200.00
5. Kirby Museum 250.00
