SUB.ECT: SECURITY AT THE COURT HOUSE AND
POLICE AND FIRE BUILDING
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following: -
l. That Report CS -39 -86 be received for information.
2. That the meeting rooms in the Police and Fire Building not be made
available after 9:00 p.m. weekdays and weekends to community organizations
after July 1, 1986; and
3. That the current user groups be so advised.
BACKGROUND AND COMMENTS:
The Regional Police will no longer be occupants of the Police and Fire Building as of
July 1st, 1986. As such, we will have a security problem for those groups and
individuals wishing to use the meeting rooms on the second floor during the evenings
and weekends. In past with the Police have been present in the building and security
has not been a problem.
Our janitor works till 9:00 p.m. only whereas most meetings go later into the evening
than 9:00 p.m. It is staff's opinion that security should not be the responsibility
of the user groups for liability reasons. Two options should be considered to resolve
this issue:
a) hire additional staff to supervise and close up the building;
b) not make the meeting rooms available to community organizations after 9:00 p.m.
weekdays or weekends.

Should Council choose option (a) some user fee could be considered to cover the extra
staffing costs required.
It is recommended that option (b) be adopted on a trial basis for three months and
that staff monitor any complaints and report back to G.P. & A. in September.
