SUB,ECT: TYRONE GRASS CUTTING INVOICE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following: -
1. That Report CS -38 -86 be received; and
2. That the Tyrone Community Centre grass cutting invoice for 1985 recently
submitted not be paid by the Town; and
3. That the Tyrone Community Centre be so advised; and
4. That the flat rate per acre per year be granted to the associations
cutting Town owned parks starting 1987; and
5. That the 1987 rate be established at $163.00 per acre per year.
BACKGROUND AND COMMENTS:
Attached please find the invoice for grass cutting from the Tyrone Community Centre at
Tyrone for the 1985 season.
Tyrone has been informed repeatedly that these invoices must be submitted to the Town
prior to year end. Last year's invoice was not received until May 21, 1986.
After discussing this invoice with the Treasurer, it was felt that this issue should
be addressed by G.P. &A. and it is recommended that the invoice not be paid.
Attached also find a letter to Tyrone in reference to the invoicing procedure.

The criteria has caused some problems in the way invoices have been submitted by the
three parks boards. It can be seen that Tyrone is not following the criteria set out
in the letter.
To establish a more consistent and equitable method of reinbursing the parks for the
grass cutting service the following is proposed:
a) that the grass cutting service be part of the grant process
b) that a flat rate per acre per year be granted to the associations providing their
own grass cutting
c) The 1987 rate proposed is based on the following and should be reviewed annually:
- equipment (suitable riding mower) MTC rates $4.30 per hour.
- labour rate based on commercial average $12.00 per hour
- estimated time to cut and trim 1 acre approximately 1/2 hr.
- estimated 20 cuttings per year
Total 20 x .5 x $16.30 = $163.00 per acre per year
Using Tyrone (8 acres) as an example they would receive a grant of $163.00 x 8 acres =
$1,304.00 for grass cutting in 1987.

Dear Mrs. Taylor:
Subsequent to our meeting this past winter and your letter
requesting the Town to waive the park user fee for use of the ball diamond
and soccer pitch in Tyrone. Please be advised that council has approved my
Report of April 2nd, 1984 and the recommendations it contained (please find
attached).
Also, during our meeting, we discussed an invoicing procedure for
contracted services at your facility (grass cutting). It was agreed, that I
would inform you of the format our department would like to establish for
invoicing.

The Community Services Department has provided funds in its current
operating budget, for contracted services. This budget is based on the
following:
(a) Grass Cutting to commence mid May to the end of September each
year.
(b) Town will provide for cutting grass field on an average of once
every two (2) weeks. (Please note, cuttings may not be required
this often during the later part of the summer).
(c) The Town will provide a rate of $10.00 per hour for grass cutting
services.
(d) Invoices outlining dates grass was cut and number of hours worked
are to be submitted to the Community Services Department monthly.
The Town will not be responsible for overdue invoices.

BACKGROUND & COMMENT:
With approval of the 1983 Budget, Council authorized the Conununity Services
Department to initiate a park user fee of 2.00 for $ o use of parks (baseball and
soccer) owned or maintained by the Municipality.
Since that time, the Tyrone Conmlunity Centre Board and Soling Park Board have
expressed concern related to this fee, feeling that in their particular cases,
the Community Centre and playing field are or will be maintained by their own
volunteers, and support for these groups would wean if they had to pay for their
own services. (Please see attached letters)
After sleeting with the Tyrone and Solina Board&; it was agreed by staff that
their concerns were warranted.
Members of the Kendal Athletic Association did not express the same concern, how-
ever, their situation is similar to that of Tyrone and Soling and I have al .o
recosmrended they be included i n Recommendation 1,,L above.
