SUB.ECT: STRUCTURAL REPORT: BOWMANVILLE ARENA - MAY 1986
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following: -
1. That Report CS -33 -86 be received; and
2. That Totten Sims Hubicki Associates be authorized to draw up tenders
for the remedial repairs required to the old Bowmanville Arena; and
3. That Totten Sims Hubicki Associates be retained to supervise said
repairs; and
4. That the costs associated with the technical consultant
(approx. $2,000.00) be drawn from the contingency account; and
5. That staff be authorized to proceed with the tendering process.
BACKGROUND AND COMMENTS:
At the May 12, 1986 Council meeting Council authorized staff to proceed with the
structural analysis of the Bowmanville Arena and report back at the earliest
opportunity.
The report from Totten Sims Hubicki Associates is attached.
Approximately $40,000.00 worth of remedial repairs are required for the building to be
operational for the 1986 -87 season.

The building is very quickly deteriorating and demonstrates our desperate need for the
new arena.
It is respectfully recommended that Council authorize staff to proceed immediately to
have this work done.

We are pleased to submit our "Structural Report - Bowmanville Arena" which
summarizes the results of our inspection of the major structural components of
the arena.
This Report is a follow -up-of previous inspections of the Bowmanville Arena
completed by Totten Sims Hubicki Associates and Rethink Incorporated since
1976. During our recent inspection, previous reinforcement details were
reviewed, and the remainder of the arena structure was checked to determine if
any further deterioration of members had occurred. Recommendations for
further remedial actions are also presented in this Report.
It is recommended that follow -up inspections of the arena be carried out
semi - annually and prior to reopening of the arena for the winter season to
ensure that the structural integrity of the building is maintained.

SUMMARY
An inspection of the Bowmanville Arena was conducted in May, 1986, which
included a visual inspection of the entire arena and a structural evaluation
of the major structural components of the arena.
With the following structural improvements, the arena's structural system will
be generally adequate to support the Ontario Building Code's current loading
requirements:
Some members of the timber 'Bowstring' trusses require reinforcement due
to checking and splitting of the members.
Roof leaks should be repaired to prevent deterioration of the structural
members due to exposure to high moisture content.
The concrete block chimney on the front building section should be
repaired.
The perimeter non -load bearing concrete block walls of the main arena are
in poor condition and the following action should be implemented to retard
the rate of deterioration and /or ensure the stability of the concrete
block walls:
1• Install eavestrough along the north and south sides of the main arena roof
and direct the water from the roof away from the building.
2. Repair and /or replace the badly deteriorated concrete blocks.
3. Clean out the loose and deteriorated mortar joints, and repoint the joints
between the concrete blocks.
4. Rout vertical cracks and caulk.
5. Install steel straps across larger cracks in the concrete block walls and
install restraining brackets around the corners of the main arena building.
6. Remove the top courses of blocks from the roof parapets around the east
and west end bays of the main arena, and install new flashing.
7. Remove the concrete caps on the concrete block walls around the front
building section, and install new flashing.
The total preliminary estimated cost to carry out the recommended structural
repair- reinforcement work is $40,000.00.
