RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. That report number CS -28 -86 be received for information.
BACKGROUND AND COMMENTS:
In discussing the above quotation with Mr. VanSeggelen, Parks Foreman and Mrs. Lou Ann
Birkett, Purchasing Agent the following information was offered with respect to
specification deficiencies of one of the quotations as submitted in report #TR- 30 -86.
1. 3 Cylinder Riding Mower - (2 Cylinder requested)
It is the Foremans opinion that there is less maintenance required on a 2 cylinder
engine as opposed to 3 cylinders.
2. Fuel Capacity 10 gallons - (6 requested)
10 gallon capacity is acceptable.
3. Two Pedal Control - (single pedal requested)
Our Parks & Cemetery Division now has 4 similar machines all of which are
controlled by a single pedal. Our operators are comfortable with the single pedal
control as it offers better speed control of the machine and is easier to operate.
Less maintenance is also required on a single pedal control.
4. Front Tires 16 x 6.5 - 8 - (15 x 6.00 - 6 requested)
Rear Tires 23 x 8.5 -12 - (20 x 8.00 -10 requested)
Either tire would be acceptable.

5. 60" Fully Suspended Cutting Deck - (62" requested)
60" cutting deck would be acceptable.
6. Width of Cut 60" - (62" requested)
60" width would be acceptable.
7. Height of Cut 1 1/2" to 4 1/2" - (1" - 4" requested)
The Parks Foreman insists that a 1" cut is necessary to maintain cutting standards
on a number of our playing fields. A minimum 1 1/2" cut would also require more
man hours as the fields would require cutting more often.
As previously mentioned the Community Services Department now has 4 Toro front mount
riding mowers. Mr. VanSeggelen feels that the present mowers are very reliable and
have better manoeuvreability than other makes which minimizes use of push mowers.
Also, servicing has been excellent on these machines.
It should also be pointed out that we are presently developing a parts inventory for
our mowers and smaller equipment. Switching to different makes and models would
require stocking various part sizes to accommodate our machines.
In the 1986 capital budget $13,500 was budgeted for the riding mower. Both quotations
are within budget.
