By -Law # MEETING: General Purpose and Administration Committee DATE: May 5, 1986 REPORT #: CS -26 -86 FILE #: SUBJECT: STATUS REPORT ON NEW FEE SCHEDULES FOR 1986 & 87 FACILITIES AND PROGRAMS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: - 1. That Report CS -26 -86 be received; and 2. That the revised rates for the Newcastle Fitness Centre and Ball Diamond use be approved per schedule A attached. BACKGROUND AND COMMENTS: At the General Purpose and Administration Committee Meeting February 3, 1986 the following resolution was approved. "THAT the Director of Community Services in 3 months, submit a status report on the new fee schedule for 1986 and include in the report data respecting the number of users." This report will address the following: - Newcastle Fitness Centre facility rates - Aquatic Programs and rates -Arena rates -Ball diamond and soccer field rates Overall rate changes have had a positive effect on program participation to date. ../2 U/` (a') General Purpose and Administration Committee Report No. CS -26 -86 Page 2. Newcastle Fitness Centre Facility Rates Pool The fee structure for the pool came into effect February 10, 1986 and it is difficult to gage long term effect of the rate changes based on only 1 1/2 months statistics. It can be seen however, based on the attached data, that there has been an overall increase in revenue and participation. Pleasure swim participation has increased from 6,693 in 1985 to 7,034 in 1986 during the first 3 months. Since 10 ticket passes have been replaced by one month memberships the passes will be included in the membership comparison. The memberships are down this year by 62. The total pool participation is up by 279 or about 4% over last year. There have been many positive comments regarding the pool rate changes and we have received two complaints regarding eliminating the ticket passes. In all, staff are satisfied that the rate changes have received positive reaction from the user. Facility Pay as you play squash participation has increased 10% over last year. But this may be because the facility membership option was discontinued. The membership comparison is very difficult since there are significantly fewer membership options now than last year. The revenue received for membership compares with the same period last year. A petition was presented to Council by thirteen (13) family members last month to retain the family membership category. It is recommended that the family membership category be reinstated as requested but that restrictions be placed on family members. The new family rate proposed is $400.00 annually. This is consistent with the method of calculating the pool family membership rate (2 x one adult rate). ../3 General Purpose and Administration Committee Report No. CS_26_86 Page 3. A youth and seniors rate is also proposed being consistent with the pool rate structure. This proposed rate is $133.00 annually. Users have been consulted regarding these revised proposed rates. Attached please find a copy of the existing rules and regulations for the squash courts: It is proposed under the members section that "members may book courts up to a maximum of 48 hours in advance" be added and under the non member section they may book courts up to a maximum of 24 hours in advance instead of 48 hours. Staff feel that this change will make court bookings more fair to the patrons. Aquatic Programs and Rates The changes in rates for aquatic programs effect the summer programs and as such despite numerous early registration for the summer sessions and many full classes in the mini session, it is premature to evaluate the effect of these rate changes. We will continue to monitor participation in the aquatic programs for comparative analysis. Aronn Ra-hnc The arena prime time rate was not changed this year and the day rate was decreased. Positive comments have been received from the user; however, the effect of the new rates will not be known until a full ice season has past. Ball Diamond and Soccer Field Rates Discontent was expressed by adult baseball groups, with the new proposed rates. This was expressed at a meeting April 16, 1986. A subsequent meeting Wednesday, April 23, 1986 with key members of the baseball groups produced a compromise for 1986 -87 ball permit fees. There was an understanding by the groups that current rates do not cover either administrative or operating costs for ball diamonds. The proposed revised rates are found in schedule 'A' attached. These new rates are satisfactory to the users. ../4 General Purpose and Administration Committee Report No. CS -26 -86 Page 4. No negative comments have come from the soccer groups; however to be consistent with ball permit rates the revised rates will also apply to the soccer permits. The proposed revised rates are as follows: Permit Fees $3.00 /use (as opposed to per game) Tournament Fees $25.00 first day per diamond and $5.00 per day per diamond for subsequent days as opposed to $35.00 per diamond per day. Light Fees $15.00 per day (to be charged to the group using the majority of lights per day) Council will be updated as more statistics are available on the effect of the rate changes.
