That Report CS -22 -86 be received; and 2. That staff be authorized to proceed with the installation of eavestrough on the north and south sides of the Baseline Community Centre; and 3. That the cost (approximately $1,200) be drawn from the Baseline Reserve Fund; and 4. That Report CS -21 -86 be lifted from the table and received as presented. BACKGROUND AND COMMENT: At the General Purpose and Administration Committee meeting of April 7th Committee tabled report CS -21 -86 and requested staff to report back to Council regarding the need for eavestroughing and the problem of lifting shingles. In reference to the need for eavestroughs, the architect was asked to respond in writing on this issue. As per the attached letter from Grant Robertson, he is now recognizing that eavestroughing should have been included in the specifications. It is therefore recommended that staff proceed with CS -22 -86 -2- quotations and install eavestroughing on the north and south sides of the building. In reference to the curling or lifting of roof shingles, Gerr Construction have been called and a letter has followed requesting the contractor to secure the shingles. Mr. Gerrits assured me that the roof is under warranty and the problem will be fixed immediately. JD:nof att. Mr. J. Devantier, R.D.M.R. Dear Mr. Devantier, Re: Base Line Community Centre In response to you telphone call regarding the need for eaves trough on the Centre the following are my comments. I have checked with Mrs. R. Metcalf regarding; this item as it was discussed during the construction phase, and decided to see if the lack of eaves troughing was going to create any problems. Subsequently they have found that during a windy west rain the spill from the roof blows water under the Entrance canopy. Also they are concerned that the lack of eavestroughing prevents them from planting any flower beds next to the building. In order to accommodate the above I would recommend eaves troughing be run on the north and south sides draining to down spouts on the west. In addition to the above, the eaves troughing will also reduce the wetting of the brick. Although I have used a similar roof detail on other projects, in hindsight I recognize now that the eaves troughing should have been included. Sincerely, Gra t Robertson C/C Mrs. R. Some shingles have been blown off roof. KAWARTHA 2. Quarry the floor will not clean properly, may require acid rinse. RITSON 3. Several doors in kitchen area will not work with key. GENERAL /GERR 4. Baseboard heater in Storage Room will not shut off. HILL ROWE Please correct the above items noted to be your responsibility and notify the office when the work has been completed. V / . :57 TOWN OF NEWCASTLE REPORT File # Res. # By -Law # METING: General Purpose and Administration Committee DATE: APRIL 7, 1986 REPORT #: CS -21 -86 FILE #: SUBJECT: BASE LINE COMMUNITY CENTRE - FINAL REPORT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following:, - 1. That Report CS -21 -86 be received; and 2. That the balance of $10,378. in the Base Line Community Centre Reserve Fund remain for possible future capital projects at the Base Line Community Centre; and 3. That a copy of this report be forwarded to the Base Line Community Association. BACKGROUND AND COMMENTS: The final inspection has now been completed and the final report submitted to the Ministry of Tourism and Recreation for the balance of the Wintario Capital grant. The following is the financial breakdown of the final project. Expenses -land and /or building acquisition cost 3,594. - construction cost 262,277' - architect and professional flees 27,528. - sanitary sewer connection 5,578. - furnishings 18,615. TOTAL 317,592. .. /2 General Purpose and Administration Committee Report No. CS -21 -86 Revenue - Base Line Reserve Fund & interest 259,303. - Wintario Grant 68,667. TOTAL 327,970. Balance remaining in Reserve Fund 10,378. Page 2. The architect, builder and representatives of the Base Line Community Centre as well as Town officials were present for the final inspection of the Hall. With the exception of three (3) or four (4) small problems noted and agreed to be rectified by the contractor, all were pleased with the results of the inspection. The Hall Board is currently re- examining the question of the necessity of an eaves trough along the north side of the building and the matter of the necessity of filling in the grass islands in the parking lot. A separate report will be presented when the results of these deliberations are completed. If changes are required, any funds required to complete these tasks would be drawn from the Base Line Community Centre Reserve Fund. Earlier fears about possible flooding of the building did not materialize. The facility is already heavily booked for this calendar year and it is anticipated that this extensive community use of the facility will continue in the future. The Board has expressed some concern with respect to acts of vandalism and have been reporting such incidents to the police. We compliment Gerr Construction and Grant Robertson, Architect and the Hall Board for a job well done.
