That report CS -08 -86 be received; and 2. That the proposed 1986 & 1987 Aquatic Program Fees attached be approved. BACKGROUND AND COMMENTS: Community Services administrative staff have reviewed the total aquatic program for the Town and are hereby recommending the following changes: Philosophical Statement Aquatic programs shall continue to be a subsidized program to the tax -payer in an effort to keep swimming, Canada's #1 fitness activity, affordable to all the citizens of our community. ../2 General Purpose and Administration Committee February 17, 1986 Report # CS -08 -86 Page 2e If aquatic programs were to be truly "user pay" all program fees would have to double; something the majority of users can ill afford. The following factors affect the net position of our aquatic facility and programs: 1) fees charged 2) participation level 3) efficient use of program time 4) marketing 5) efficient operation of the physical The facility and energy audits will address #5. concentrate on items 1,2, 3 & 4. pl ant It is our intention here to Increase Participation In an effort to increase participation in our aquatic programs we propose the following: 1) Continue to send the semi annual brochure to all households in the community. The increased Fall & Winter 1985 -86 registrations can be directly attributed to the brochure distribution. 2) Decrease fees for programs.(see attached) 3) Decrease length of classes for younger age groups. Concern has been expressed that classes are too long for smaller children. Based on studies on attention span and the childrens susceptibility to colder water, shorter classes are warranted for younger children. 4) Decrease length of sessions from 15 to 12 classes. This will allow us to conduct one extra full session per year. The following sessions would be offered: Winter Session (Jan. - April); Spring Session (April - June); Summer Session (July & August); Fall Mini Session (September); Fall Session (October - December). ../3 General Purpose and Administration Committee February 17, 1986 Report # CS -08 -86 New Fee Schedule ur -sC� Page 3. Attached please find the proposed new aquatic program fees proposed for the Spring Mini Session 1986 up to and including the Fall Session 1987. As with facility rental rates these fees will be established in the Spring of the current year (ie. the 1988 fees will be established in the Spring of 1987).
