TOWN OF NEWCASTLE FIMM"ITIM MEETING: General Purpose and Administration Committee (Budget Meeting) DATE: JANUARY 27, 1986 REPORT #: CS -07 -86 FILE SUB.ECT: Community Services Department Building Conservation Reserve Fund RECOMMENDATIONS: File # Res. # By -Law # It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: - 1. That report CS -07 -86 be received; and 2. That authorization be given to establish a Building Conservation Reserve Fund; and 3. That $20,000. be budgeted from the 1986 operating budget to the Building Conservation Reserve Fund. BACKGROUND AND COMMENTS: During the 1960's and 1970's our Municipality took advantage of provincial assistance programs ie. Wintario, CRCA and in partnership with the province developed valuable recreational facilities to meet the expanding recreational needs in our community. Today, as all levels of government adjust to the economic circumstances of the 1980's, an important issue must be considered in response to the future of recreational facilities. M General Purpose and Administration Committee (Budget Meeting) Report # CS -07 -86 Page 2. There has emerged the potential for a false sense of security concerning facilities. We now recognize that as facilities age, new capital investments are required to conserve them in a safe and usable condition. In the past few years a number of re- roofing projects have been undertaken to conserve our facilities. It is to this end a Building Conservation Program is being developed this year. The word conservation deals with repairs and replacement of major building components and systems due to natural aging, facility design; a desire for increased energy efficiency; construction or maintenance problems. Funding of capital conservation projects can significantly effect operating budgets in any given year. To help ease this effect it is proposed that a Building conservation Reserve fund be establish this year and that a token $20,000. be added to the 1986 operating to be transferred to said fund.
