Res. # 6?,Ph -12o--k4 By -Law # .........._.._ MEETING: General Purpose and Administration Committee DATE: FEBRUARY 3,1986 REPORT #: CS -05 -86 FILE #: 13-4 -86 Newcastle Fitness Centre 1986 & 1987 Proposed Rates RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: - 1. That report CS -05 -86 be received; and 2. That the 1986 & 1987 proposed rates for the Newcastle Fitness Centre be approved. BACKGROUND AND COMMENTS: Our department is in the process of reviewing facility rental rates as they relate to our "user pay policy ". Current aquatic program fees are in effect until June 1986. It is our proposal to have facility rental rates and program fees for any given year approved by Council in the Spring of the previous year to allow for effective planning by organizations using our facilities and for effective advertising of our own programs by our department. There are four (4) programs currently administered by our department directly; the total Town aquatic program, our squash program, the Newcastle Village Hockey program, and the Newcastle Village Figure Skating program. These programs are currently under review and will be the subject of a subsequent report. This report will deal only with proposed rates for the Newcastle Fitness Centre for 1986 and 1987. ..12 C� General Purpose and Administration Committee Report # CS -05 -86 Page 2. Public Swim Fees To arrive at a true user pay fee structure for public swims or any other programs is extremely difficult. The following factors should be considered: - operating cost per hour of pool time - number of hours pool is used, or should be used - pool capacity during swims (minimum /maximum) - fees charged / what the market will be The bottom line is whether public swims should generate enough revenue to carry operating costs. Traditionally and in our case they do not; hence, we are not in a true user pay situation. To decrease the net deficit we can increase fees, increase participation and /or decrease expenses. However, if we increase fees dramatically people may not be able to afford the program hence attendance would drop. We are in a catch 22 situation. We have investigated what other Municipalities charge for public swimming. Attached is a survey conducted at this time last year on public swim fees in other Municipalities. In all cases we have the highest user fees for public swimming of any Municipality surveyed. The attached shows our pool memberships for one year. Our membership numbers are far below expectations. The attached Schedule r is a proposed new rate structure for public swimming which we feel, with proper marketing, will increase attendance significantly hence increase revenues. Please note that youth fees and yearly passes are proposed to decrease significantly. The new monthly pass will replace the books of tickets, semi annual and quarterly tickets. Squash Court and Membership Fees Our squash courts are well used during prime time (evening hours). However, day time hours are not used to capacity. ../3 General Purpose and Administration Committee Report # CS -05 -86 Page 3. A survey was taken to see what fees are charged by neighboring facilities. The results are shown in Schedule A attached. The rates and method of charging varies from facility to facility. It should also be noted that some clubs offer more ancillary facilities than others. The current Newcastle Fitness Centre fees are well below the average and should be adjusted. The proposed squash fees for 1986 and 1987 are presented in Schedule II attached and represent approximately an eight (8) percent increase over previous fees. The proposed fees are comparable to the Civic Dome and still represent the lowest overall fees in the region. It is proposed that youth fees be eliminated. Facility Rental Rates The pool and multi - purpose room rental rates are proposed to increase approximately 5% as per Schedule III attached. Respectfully submitted, Jan Devantier, R.D.M.R.
