Subject: TENDER NW93-36, TWO (2) ONLY DIESEL DUMP TRUCKS C/W SNOW
PLOW, TRUCK HARNESS, PLOWS, WINGS AND DUMP BODY
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-90-93 be received;
2 . THAT Winslow-Gerolamy Motors, Peterborough, Ontario,
with a total bid in the amount of $226,525.05
(Alternative A) , being the lowest responsible bidder
meeting all terms, conditions and specifications of
Tender NW93-36, be awarded the contract to supply two
(2) only Diesel dump Trucks c/w Snow Plow, Truck
Harness, Plows, Wings and Dump Body, as required by the
Municipality of Clarington, Department of Public Works;
and
3. THAT the funds expended be provided from the approved
1993 Capital Budget, from the Public Works Equipment
Reserve Account #2900-00010-0000.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of two (2) only Diesel Dump trucks c/w Snow Plow, Truck
Harness, Plows, Wings and Dump Body, as required by the
Department of Public Works.

Note: Net Bid Includes Provincial Sales Tax and the Goods and Services
Tax.
A review of the low bid submitted by Toronto Truck Centre Ltd. revealed
that the equipment proposed does not meet all tender specifications . The
specified engine was replaced with a smaller engine which would not be
adequate for ploughing operations . As well, the specified air cleaner was
substituted with a single stage dry type. A double stage is important for
the added protection that it provides the engine in the event of an outer
filter failure.
With respect to the second low bid submitted by Scarborough Truck Centre,
the transmission supplied does not have the third gear hold in it, which is
an essential item for winter ploughing and sanding.
With respect to the trade-in allowance offered for the existing 1979 Model
L9000 and the 1983 L8000, bidders were advised that the Municipality of
Clarington reserved the right to accept or reject the trade-in allowance.
It is the opinion of staff that the trade-in offered is reasonable and is
likely in excess of any amount the equipment could be sold for at the
Regional Auction Sale.

PLOWS, WINGS AND DUMP BODY
After further review and analysis of the tender by Public Works and
Purchasing, it was mutually agreed that Winslow-Gerolamy Motors,
Peterborough, Ontario, Alternative "A" , be recommended for the contract to
supply and deliver two (2) only Diesel Dump Trucks c/w Snow Plow, Truck
Harness, Plows, Wings and Dump Body to the Municipality of Clarington, as
required by the Department of Public Works .
The required funds will be provided from the approved 1993 Capital Budget,
from the Public Works Equipment Reserve Account #2900-00010-0000 and is
within the $230,000 . 00 allocated as indentified on page 61 and 62
($115,000 . 00 + $115,000 .00) of the Capital Budget.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications,
etc . , should be referred to the Director of Public Works .
The subject firm have previously performed satisfactorily for the
Municipality of Clarington.
