Administration Committee recommend to Council the following:-

Report CS -33 -89 be approved.
1.0 BACKGROUND: '
1.1 At the regular meeting of the General Purpose and
Administration Committee on October 2, 1989, Report CS -33 -89
(Schedule I) Amendment to the Cemetery By -Law Regulating
Burial Plots /Revised Fee Schedule was received and
subsequently tabled pending comparative information on fee
schedules at other cemeteries within the Region.
1.2 This information has been compiled and is submitted as
Schedule II for Council's information.

1. That Report No. CS -33 -89 be received;
2. That appropriate staff be authorized to initiate changes in the
By -Law 79 -104 to permit up to 6 ash internments for a vacant lot
or a lot occupied by a single or double casket;
3. That Schedule A be approved and adopted by Council effective
January 1, 1990; and
4. That Report CS -33 -89 and By -Law 79 -104 as approved be forwarded to
the Ministry of Consumer and Commercial Relations for endorsement of
the revised fee schedule and changes to By -Law 79 -104.

1.0 BACKGROUND:
1.1 The operation of both the Bowmanville and Bond Head Cemeteries are
controlled under the Provincial Cemeteries Act and By -Law 79 -104. This
By -Law directs the maintenance management, regulation and control of
cemeteries in the Town of Newcastle. At present this By -Law permits
up to two burials per lot.
2.0 REPORT:
2.1 Staff has in the past few months received comments from local funeral
homes concerning the By -Law and its restriction of two burials per lot.
Those comments suggested that with the increased acceptability of
cremation, a more permissive approach should be considered such as
"permit two full casket burials and up to eight cremation urns ".
2.2 A section within the Bowmanville Cemetery has been reserved exclusively
for burial of cremation urns. The two foot square lots permits markers
up to 16 by 10 inches laid flush to the ground. Some clients may prefer
a common grave to serve a number of cremated family members. If a
grave for ashes is approved the graves under the present By -Law could be
identified by a common monument.
2.3 The standard lot size is 9 feet by 3 feet. Allowing for the maximum
size monument permitted the remaining space for internments would be 7
feet 10 inches by 3 feet. In consideration of the variety of shapes,
sizes of urns and the limited space to perform the excavation it is our
recommendation that if Council views it desirable, up to 6 ash burials
at single depth be permitted in a vacant lot or a lot occupied by a
single or double casket burial. A burial plot initially used for ash
burial may not later be used for casket burials.
3.1 The 1988 Audit Report has identified that the Fee Structure has remained
unchanged since 1986. It is now timely and appropriate to review and
revise the fee structure in preparation for the 1990 Current Budget
Submission (Schedule A attached).

3.2 In the four years since the last fee review, inflation has averaged
+ 5%. The suggested fee structure is based upon four years x 5% = 20%
adjustment and rounded upward to the next $5.00 where appropriate.
4.0 MINISTRY APPROVAL:
4.1 The.Ministry of Consumer and Commercial Relations administers the

At a meeting held on October 16th, 1989, Council approved the following
recommendation ( #GPA- 712 -89):
"THAT Report No. CS -33 -89 be tabled until comparative information
from other municipalities is acquired from the Director of
Community Services; and
THAT a subsequent report be forwarded to the General Purpose
and Administration Committee."
