It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That Report No. CS -37 -89 be received;
2. That the firm of Marshall Macklin and Monaghan Limited in
conjunction with Moffat Kinoshita Associates Incorporated be
selected to conduct a Feasibility Study for a community
facility in the Courtice Urban Area in accordance with the
firm's proposal dated July 1989 at a fee not to exceed
$47,000; and
3. That funds received for purposes of conducting a feasibility
study be credited to the Community Services Development
Reserve.
1.0 BACKGROUND:
1.1 During the course of the past 18 months, Senior Staff of the
Planning & Development, Administration and Community Services
Departments in conjunction with the Mayor's Office have held
liaison meetings on a regular basis with a majority group of
developers in the Town to share information. One issue of

particular importance which has received considerable
discussion relates to the provision of community, recreational
and other related facilities within the Courtice Urban Area
which would be of benefit to the public.
1.2 A central theme related to the above mentioned discussions
relates to the concept of partnership between the public and
private sector in the development of a community facility.
It has been recognized that if the Municipality is to meet the
needs of its residents specifically in the Courtice area, and
if it is desirable to meet those needs in the short term, then
this type of partnership scenario merits consideration. *
2.0 SITE:
2.1 In 1987 and 1988 the Town was successful in negotiating the
purchase of 33.2 acres of property in the Courtice Urban Area
(Schedule #1) located on the north -east corner of Highway #2
and Courtice Road for the purpose of developing a community
facility.
2.2 The entire site is comprised of a combination of table lands,
a wooded area and an environmentally sensitive area and creek.
2.3 Staff is confident that this landscape will lend itself to a
unique development which will incorporate outdoor areas in
conjunction with indoor facilities to serve the community.
3.0 LIAISON MEETINGS:
The importance of providing community facilities within the
Courtice Urban area has been recognized by many. During the
course of the liaison meetings, considerable discussion has
taken place regarding the provision of such facilities.
Specifically as an initial step, it was suggested that the
Town undertake a feasibility study to determine community
needs. In this regard, members of the development

fraternity in the Town have indicated a responsibility to
enhance the quality of services in the Town and have offered
to fund the study to a maximum of $50,000 based on the fact
that the development of the subject site will benefit the
entire Town.
4.0 FEASIBILITY STUDY:
4.1 Based on the above initiative to conduct a Feasibility Study,
a list of Terms of Reference (Schedule II) was prepared and
included in a proposal call to nine (9) firms (Schedule III)
with architectural and /or recreational planning backgrounds
and expertise.
4.2 Response was received from three (3) firms which expressed an
interest in conducting a Feasibility Study for the Courtice
Project. A cost comparison of the proposals is submitted as
Schedule IV.
4.3 After careful review of the proposals a decision to recommend
the firm of Marshall Macklin and Monaghan Limited in
conjunction with Moffat Kinoshita Associates Incorporated to
Council has been made by staff.
4.4 Subsequent to receiving Council approval, staff will initiate
the Study Process immediately with results of the study
anticipated in January 1990.
5.0 COMMENTS:
5.1 Staff anticipates that the results of the Feasibility Study
will identify specifically what facility components will be
required, methods of capital financing, operational
projections, staffing scenario, phasing strategies, and the
like.
5.2 Subsequently at the conclusion of the study, staff will
prepare a report to Council with recommendations related to
the details involved with the development of a community
facility for Courtice.

5.3 A copy of the recommended Feasibility Study Proposal will be
made available to Members of Council under separate cover.

TERMS OF REFERENCE FOR FEASIBILITY STUDY
FOR THE COURTICE COMMUNITY COMPLEX
- To conduct a detailed assessment and evaluation of the existing
Courtice Urban Area and Neighboring Areas re: recreation and
leisure services and facilities.
- To assess and evaluate the market for a detailed cross section of
facility components including but not limited to: Community Hall,
Fitness Facilities; a Library; Senior Citizens Centre; Racquet
Facilities; Swimming /Leisure Pool; Day Care Facilities; Soccer;
Baseball; Indoor Track; Theatre; Golf; Lounge; Fitness Trails;
Naturalist Area; Retail /Commercial /Residential Components etc.
- Facilities to service entire Town of Newcastle with emphasis on the
Courtice Urban Area and to a lesser extent the Region of Durham.
-'To prepare an analysis of possible staffing structure for year
round operation.
- Prepare a five year financial forecast related to complex operation.
- To prepare a phasing strategy for development of complex components.
- To define Firm's Study Process outlining various stages for
development of Feasibility Study.
- Study cost is to reflect fixed contract (upset limit to be stipulated).
- Firm may be required to make presentation to Council and or Steering
Committee.
- Proposal to include introduction of study team members and include any
external resources.
- Any and all decisions to be ratified by Resolution of Council.
