NORTHUMBERLAND AND NEWCASTLE BOARD OF EDUCATION AGREEMENT
RE: COURTICE WEST PUBLIC SCHOOL EXPANSION
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That Report No. CS-19-88 be received; and
2. That the conditions contained in the agreement as
outlined in Attachment #2 be approved; and
3. That Council authorize the Mayor and Clerk to
execute an agreement between the Northumberland
and Newcastle Board of Education and the
Corporation of the Town of Newcastle as outlined in
Attachment #2; and
4. That the appropriate funds be drawn from the
Community Impact Agreement Station "B" Account;
and
5. That Ontario Hydro be informed of Council's
decision; and
6. That the Northumberland and Newcastle Board of
Education be informed of Council's decision.

BACKGROUND & COMMENTS:
On October 9, 1987 the Hydro Liaison Committee received a
delegation from representatives of the Northumberland and
Newcastle Board of Education regarding a request for financial
assistance for the Courtice West Public School expansion
project within the Courtice West area. (Please refer to
Attachment #1 for a more detailed description.)
Subsequently, the Hydro Liaison Committee approved the request
of $150,000.($122,069. to the Northumberland and Newcastle
Board of Education and $27,931. to the Corporation of the Town
of Newcastle) contingent on an appropriate agreement being
struck between the Northumberland and Newcastle Board of
Education and the Corporation of the Town of Newcastle.
Staff in conjunction with representatives of the
Northumberland and Newcastle Board of Education met a number
of times to discuss details of an agreement, the results of
which are provided as Attachment #2.

1. That Report CS -34 -87 be received;
2. That the Hydro Liaison Committee approved an expenditure of $150,000
regarding the expansion of the Courtice West Public School on the
following basis:
a) $122,069 to the Northumberland and Newcastle Board of Education;
b) $27,931.00 to the Town of Newcastle;
3. That the funds referred to in Recommendation #2 be drawn from the
Community Impact Agreement Station "B" Account;
4. That the Northumberland and Newcastle Board of Education be so advised.
REPORT:
On October 9th 1987 the Hydro Liaison Committee received a delegation from
representatives of the Northumberland and Newcastle Board of Education regarding a
request for financial assistance for the Courtice West Public School within the
Courtice West area.
Specifically the Board will be expanding this facility to satisfy various
educational needs. In addition, the proposal has incorporated a component that
would provide benefit over and above the basic needs of the Board to satisfy various
community requirements.

The Board indicated that in order to accommodate these additional regard, needs cost
of approximately $100,000 - $150,000 would be necessary. In this
consideration of the Hydro Liaison Committee regarding financial assistance was
requested.
Further to the direction of the Hydro Liaison Committee this matter was referred
to the Parks Review Committee for review and subsequent report. Two meetings have
taken place regarding this matter wherein the proposal of the Board of
Education has been examined in some detail. In this regard, the Park Review
Committee has looked at enhancements to the Courtice West Public School as suggested
by the Board plus some improvements to the overall site that would
mentied directly
to the expansion of the school in conjunction with the park develop.
The Board of Education has provided information indicating that the cost of

some additional budgetary information related directly to the facility which should
be considered as part of any expansion to the Courtice West Public School. This
would include aspects as identified in Attachment #1. (More specific details
regarding this will be available at the meeting).
After considerable review the Park Review Committee looks favourably upon the
type of endeavour proposed (joint use) and feels that the request for funding
for the Board of Education plus the associated costs related to walkways and
grading should be approved to a total of $150,000.
This approval would allow the Board of Education to proceed with its tendering
process related to the Courtice West Public School expansion. Sub se uentle'and

SUBJECT: COURTICE WEST PUBLIC SCHOOL - EXPANSION
Further to our previous meetings of the Parkland Sub - committee and
the Northumberland and Newcastle Board of Education, I offer the
following information for inclusion in the chairman's report to the
Hydro Liaison Committee.
As requested, I have compiled cost estimates for additional
equipment and projects which could be associated with the overall
request for funds and they are:
a) Paved Walkway System
1650' x 5' = 82,500 sq. ft. @ 190 /sq. ft. = 15,675
b) Fine Grading of Soccer Pitch =
4,500
c) Seeding and Fertilizer of Soccer Pitch = 2,500
d) 50 Folding Tables @ 100 each = 5,000
TOTAL 27,675
