It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That Report No. CS -16 -88 be received; and
2. That Council endorse the aspect of the Municipality
selling advertising space within its recreation
facilities; and
3. That staff be authorized to promote and negotiate
the sale of advertising space within municipal
recreation facilities; and
4. That the Skate '88 Fundraising Committee be permitted
to implement the concept of advertising space in the
Bowmanville Recreation Complex in the event all
avenues for fundraising have been exhausted and its
goal of 1.1 million dollars must still be met; and
5. That the Skate '88 fundraising committee be informed
of Council's decision.

BACKGROUND & COMMENTS:
Subsequent to Council's direction and request for a report
dealing with the feasibility of selling advertising space in the
new arena, staff has investigated the potential of developing a
program which would allow the Town to sell advertising on its
arena rinkboards.
Through research, it has been noted that a number of public and
private arenas are selling space on their arena rinkboards as a
source of revenue to offset the operating expenses of the
facility. There also appears to be some interest from the private
sector in securing advertising space in our facilities which would
prove a program of this nature as viable.
There are a number of alternatives to preparing an advertising
program package. If in fact it is Council's desire to endorse the
recommendations contained in this report, staff will prepare a
subsequent report, outlining all details of the program such as fee
schedules, potential revenues and any contractual agreements.
Through discussion with members of the Skate 188 fundraising
committee, a request was made of staff to allow the fundraising
committee to sell advertising space on the arena rinkboards with
revenues going towards their goal. It is staff's opinion that
selling advertising is an operational concern and as such should
be dealt with directly by the Town. However, staff does
recommend that proceeds from any advertising sold be utilized by
Skate 188 only when all other avenues for fundraising have been
exhausted and in the event that the final goal of 1.1 million
dollars cannot be met.
