By -Law # (STING: GENERAL PURPOSE & ADMINISTRATION COMMITTEE DATE: APRIL 18, 1988 REPORT #: CS -07 -88 FILE #: SUBJECT: MARCH BREAK BONANZA PROGRAM 1988 RECOMMENDATIONS: It is respectfully recommended that the General. Purpose & Administration Committee recommend to Council the following:- 1. That report no. CS -07 -88 be received for information. BACKGROUND & COMMENTS: The Community Services Department offered its 5th Annual March Break Program from March 14 - 18, 1988 inclusive. Activities were coordinated with the Visual Arts Centre and the Ganaraska Forest Centre staff. Consultations also took place with the Newcastle Public Library and the Newcastle YWCA staff to avoid duplication while offering a variety of recreational opportunities. Approximately 830 children ranging from two to thirteen years of age took advantage of a variety of events including skating, swimming, puppet show, play, bowling, crafts, gym games, movies, gourmet program and day trips (see Schedule A for detailed information). New this year was an increased choice in activities each day to provide opportunities for a greater number of children. Also, a number of events were conducted in Newcastle Village, Orono and Courtice areas to make the program more accessible to all residents of the Town. .../2 GENERAL PURPOSE & ADMINISTRATION COMMITTEE REPORT NO. Budget Fees to the participants were kept to a minimum with the use of volunteer supervisors as well as the generous donations by local merchants of approximately two - hundred dollars ($200.00) worth of prizes (see Schedule A for fee charges per event). Projected and actual revenue and expenses are compared below. Although actual revenue figures were lower than anticipated expenses were correspondingly less. March Break Bonanza Budget 1988 Budget 1988 Actual 1988 Variance Revenue: 2,900.00 2,601.00 299.00 Expenditures: Wages - Casual 870.00 800.96 69.04 Supplies 1,100.00 925.93 174.07 Facility Rental 900.00 865.15 34.85 Total Expenditures 2,870.00 2,592.04 277.96 Net Profit: 30.00 8.96 21.04 Staff Mr. Sandy Doleman, a volunteer co -op student from Sir Sanford Fleming College's Recreation Progam was primarily involved in the planning and direct leadership of the program under the supervision of full -time staff. Aquatic staff were employed for certain programs due to safety considerations (ie. lifeguards for swimming events). However, volunteers covered the majority of events and contributed a total of 184 hours of their time. These volunteers included parents, the Bowmanville High School (S.A.D.D.) Students Against Drunk Driving group as well as part -time Fitness Centre staff. ../3 GENERAL PURPOSE & ADMINISTRATION COMMITTEE REPORT NO. CS -07 -88 PAGE 3. Supervision ratios ranged from six children to one supervisor (6:1) up to twenty -three children to one supervisor (23:1) depending on the type of activity and safety factors that had to be considered. Participant Profile Sixty -eight percent (68 %) of participants (595 individuals) pre - registered for the various events. Based on registration information staff were able to establish demographic and geographic data of participants. Over sixty percent (60 %) of the pre- registered participants were eight to ten years of age. Also, eighty percent (80 %) of pre - registered participants were from Bowmanville followed by ten percent (10 %) from Orono area and six percent (6 %) from Newcastle area. Of the "satellite" events held in Newcastle, Orono and Courtice areas, this did seem to encourage .local residents to participate (see Schedule B for geographic location breakdown). Evaluation Parent -child evaluation forms were handed out for all events. These forms were designed to be filled out by the parent with input from the participating child. Participating staff and volunteer supervisors were also provided with the opportunity to evaluate the programs they were involved in. The return rates of evaluation forms from participants was once again poor, however, they do provide some future direction. Some highlights of the evaluations are noted below: 1) sixty -four percent (64 %) found out about the program from the Community Activity Guide; 2) ninety percent (90 %) felt the price and organization of events were satisfactory with one parent suggesting a discount for large families; ../4 GENERAL PURPOSE & ADMINISTRATION COMMITTEE REPORT NO. CS -07 -88 PAGE 4. 3) eighty percent (80 %) believed the program times were satisfactory although some indicated a longer time frame and working parent schedules to be considered; 4) swimming, skating, bowling, the Ganaraska Trip and the Play were ranked as the five most enjoyable activities. Summary Overall, the March Break Bonanza Program still continues to provide a need for local children during the school break as indicated by the 832 participants of the program. It is expected that this program will continue to experience increased participant levels as our residential base increases. Respectfully submitted, Josqk6h P. Register for the week, the event, or pay at the door but please note that for all activities space is limited so register or call ahead to avoid being disappointed. Register NOW so your child can have fun all week. (For details and registration forms please turn to the back of the guide.) NOTE: Activities are geared for 6 -12 year olds. Supervision is set at an approximate ratio of 10:1. To keep our costs and your costs down, we ask any interested adults or teenagers to volunteer for supervision. Drop your child off at the first location of the day and we will walk him/her through the day. Don't forget to pick your child up at the last location of the day.
