HomeMy WebLinkAboutCS-06-87TOWN OF NEWCASTLE REPORT File # �r�alL4 ..�� 17 Res. # ` _1�,O. r, �, By -Law # SING: General Purpose and Administration Committee DATE: JANUARY 19, 1987 REPORT #: CS -06 -87 FILE #: SUBJECT: COURTICE WILDLIFE PARK RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: - 1. That Report CS -06 -87 be received; and 2. That Council support the development of a passive Wildlife Park in the Courtice area as presented by Mr. Keith Richardson; and 3. That the Courtice and Area Community Association and Mr. Richardson be advised of Council's decision. BACKGROUND AND COMMENTS: At the October 14, 1986 Council meeting resolution C- 825 -86 was approved by Council. "THAT the communication dated September 11, 986, from Mr. Keith Richardson, R. R. #3, Nash Road, Bowmanville, L1C 3K4, requesting that council approve the establishing of a Nature Walkway in the Windsor Valley Place Area of Courtice be received; AND THAT the request be referred to staff for review and a report to the General Purpose and Administration Committee with respect to the appropriateness of the proposal; AND FURTHER THAT Mr. Richardson be advised of Council's decision." ../2 General Purpose and Administration Committee REPORT N0. CS -06 -87 Page 2. Staff have reviewed Mr. Richardson's proposal for a passive wildlife park in the area outlined on the attached map in the Courtice area bounded by Nash Road and Highway No. 2 and recommend Council's approval of the project. Briefly the proposal is to maintain the area in a natural state to preserve the wildlife and vegetation. The only development proposed is: a) to develop a nature trail b) to install one perhaps two bridges c) to install several benches d) to install a viewing platform e) to develop two entrances (steps) f) to install bird feeding stations Staff have discussed the proposal with CLOCA an subject to a site plan CLOCA has no objection to the wildlife park. David Dunnigan of Darlington Provincial Park is also supportive of the project. The proposal is for the Courtice and Area Community Association Passive Park Committee to develop the park with volunteers according to the above with a Community Wildlife Involvement Program (CWIP) grant. Staff would work with the Passive Park Committee to develop the site plan and coordinate the project to CLOCA's requirements. Staff would also assist in the application submission for CWIP grants. A number of area residents including Mrs. Nagel and Dr. King were concerned that developing the ravine parkland could result in increased vandalism to adjacent properties. It is staff's opinion that the volunteers working to maintain this wildlife park would in fact assist in policing this area. ../3 General Purpose and Administration Committee REPORT NO. CS -06 -87 Page 3. Mr. Richardson and staff have talked to these residents and they now generally concur that the project would be an asset to the area. September 11, 1986. 35.L6., 9 I am writing to you on behalf of the citizens of Courtice and the Courtice and Area Community Association, of which I am Vice President and Director of Passive Parks. There is a piece of property that the Town of Newcastle owns and at which time is vacant due to the fact that it is a flood plane area and greenbelt. This property is located from south of Nash Road to Highway #2, immediately west of the homes on Windsor Valley Place. It is an ideal site for a Nature Walkway and viewing area for different species of wildlife. Last spring, Mr. Dave Dunnegin a co- ordinator at Darlington Provincial Park inspected the site and was very impressed with it; and my plans. What I propose...is,a pathway with bird feeding stations..:There will be steps leading into the valley from =Windsor.Valley: Place to the creek: There will be one small bridge and at the end of the trail a viewing platform with benches. Along the pathway there will be several benches located in strategic places for -viewing. There are grants available.,to various groups to develop such lands through the Community.Wildlife Involvement Program (CWIP) which is part of the Ministry of Natural Resources._ I have contacted Mr. Scott Jones in Lindsay who is the area representative for the CWIP. He sent me some forms and an application for the grant which I have enclosed. I have volunteers ready to work at the site, from the community. The Courtice and Area Community Association will maintain this Nature Trail over the years, if given approval from the Ministry of Natuual Resources, for the Grant. Members of Council, I ask for your necessary approval to proceed with the plans I have stated, which the citizens of Courtice will benefit. Typed as Written.
