That Report CS -23 -87 be received; and 2. That the proposed 1987 -88 program fees and facility rates be approved (as attached); and 3. That the new rates and fees become effective as of September 1, 1987. BACKGROUND AND COMMENTS: As a result of 1987 budget deliberations Council has requested a review of current fees and rates as charged by the municipality. The Community Services Department has reviewed its existing fee structure and compared them with those in neighbouring municipalities (Oshawa, Whitby, Ajax, Pickering and Uxbridge) within the Region of Durham where possible. In drawing this comparison, staff has found that our local rates are in some cases higher and in other cases lower than the regional average, this in part is due to a variance in the type of service offered, or different facility components available from municipality to municipality. As a result, the regional average was utilized only as a guide in these cases. ../2 General Purpose and Administration Committee JUNE 15, 1987 REPORT NO.: CS -23 -87 Page 2. In other areas, we are moving towards attaining the regional average where services provided do not vary throughout the region, keeping in mind where our rates are excessively lower than the average, a gradual increase will be recommended each year and where our rates are higher, no increase has been recommended. Staff is also recommending that the new fee structure becomes effective as of September 1, 1987. This will allow user groups in the arenas to budget at one rate from their complete season, and will also coincide with our department's fall and winter program schedules.
