GRANT POLICY RECOMMENDATIONS: REPORT It is respectfully recommended to the N.C.S.A.B.:- File # Res. # By -Law # 1. That report CS -87 -01 be received for information, discussion, and direction. BACKGROUND AND COMMENTS: At the November 5/86 N.C.S.A.B. meeting the Grants Policy Subcommittee submitted a report outlining a number of grant policies and the new proposed application form. This policy has not yet been submitted to Council for approval. In light of the N.C.S.A.B. Dec. 3/86 meeting and the review of the 1987 Grant request /submissions staff have a number of observations and recommendations to make: a) All capital requests for improvements or additions to Town owned facilities should be directed through the N.C.S.A.B. to assess the need. The N.C.S.A.B. recommendations should subsequently be addressed as part of the Community Services Department Capital Budget submission. b) All other capital grants should be supervised by the Community Services Department and expenses paid through the Community Services Department on receipt of invoices only. c) Operating grants shall be released to the organizations through the Communitv Services Department after Council approval. N.C.S.A.B. Meeting Report No. CS -87 -01 Page 2 d) The Board may wish to consider that Council not approve grant requests for, Adult sports groups or organizations. e) The Board may wish to consider subsidizing minor sports groups or organizations for the use of Town facilities rather than the current practice of giving direct grants to these groups. f) It is recommended that the L.A.C.A.C. Committee request be considered and presented for council approval by the Planning and Development Department and not the N.C.S.A.B. and that be required to submitted a proper budget. The above should be considered by the N.C.S.A.B. and a comprehensive policy should be submitted to council for approval as soon as possible. Please note that another late application has been received (see attached) from the Orono Horticulture Society. Attached please also find a copy of a letter from W.R. Heinbuch, President of the Lions Club, pertaining to the 1987 Late Grant application for the Board's consideration.
