Newcastle Community Services Advisory Board DAIS: JANUARY 14, 1987 REPORT #: CS -05 -87 FILE #: SLRECT: NCSAB GRANT POLICY AND GRANT REQUESTS Res_ # By -Law # RECOMMENDATIONS: It is respectfully recommended to the NCSAB:- 1. That Report CS -05 -87 be received; and 2. That the attached amended Grant Policy be submitted to Council for adoption; and 3. That the grant requests identified in this report be re- introduced for re- assessment; and 4. That CS -04 -87 be lifted from the table and supported by the NCSAB. BACKGROUND AND COMMENTS: GRANT POLICY The resolution made at last Wednesday NCSAB meeting January 7 to refer CS -67 -86 to Council for adoption (Grant Policy) -should have said CS -67 -86 as amended based on resolution CSB- 443 -86 attached. It is also recommended that additions be made to the Grant Policy as per attached revised policy. The Grant Policy has been revised based on the noted amendments and will be submitted to the next Council meeting. GRANT REQUESTS The Director of Community Services and myself have reviewed the recommendations of the grant subcommittees presented last meeting and we note the following: a) I concur with the Directors report CS -01 -87 and CS- 04 -87. b) The following groups by resolution are on decreasing grants as per previous resolutions: (see attached letters) ../2 Newcastle Community Services Advisory Board REPORT No. CS -05 -87 GROUPS Lions Club Bowmanville Figure Skating Club Newcastle Figure Skating Club Orono Figure Skating Club Bowmanville Recreational Hockey League Newcastle Girls Slow Pitch League Newcastle Baseball Association Newcastle Bowling Association 1986 1987 1988 2,250 0 0 2,500 1,250 0 3,000 to be reviewed 1,969 1,313 658 $5 /player $2.50 /player 0 350 175 0 750 375 0 363 181 0 Page 2. Good documentation is required to deviate from the above resolutions. It is recommended that the above items be re- addressed by this committee. c) It should also be pointed out to committee that the Orono Senior Citizens requested and received a grant ($150) last year contrast to last meetings report. d) The Orono Horticultural Society late request should also be addressed at this meeting. Dear Members of Council, D - 1 Corporation of the Town of Newcastle 40 Temperance Street Bowmanville, Ontario.._ L1C 3A6. September 11, 1986. 3S' o 79 I am writing to you on behalf of the citizens of Courtice and the Courtice and Area Community Association, of which I am Vice President and Director of Passive Parks. There is a piece of property that the Town of Newcastle owns and at which time is vacant due to the fact that it is a flood plane area and greenbelt. This property is located from south of Nash Road to Highway #2, immediately west of the homes on Windsor Valley Place. It is an ideal site for a Nature Walkway and viewing area for different species of wildlife. Last spring, Mr. Dave Dunnegin a co- ordinator at Darlington Provincial Park inspected the site and was very impressed with it; and my plans. What I propose is a pathway with bird feeding stations. There will be steps leading into the valley from- Windsor.Valley Place to the creek. There will be one small bridge and at the end of the trail a viewing platform with benches. 'Along the pathway there will be several benches located in strategic places for viewing. if There are grants available.'to various groups to develop such lands through the Community Wildlife Involvement Program (CWIP) which is part of the Ministry of I Natural Resources. I have contacted Mr. Scott Jones in Lindsay who is the area representative for the CWIP. He sent me some forms and an application for the grant which I have enclosed, it I have volunteers ready to work at the site, from the community. The Courtice and Area Community Association will maintain this Nature Trail over the years, if given approval from the Ministry of Natrual Resources, for the Grant.
