SUBJECT:
SOPER CREEK EROSION CONTROL PROGRAM
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That report no. CS -06 -88 be received; and
2. That Council authorize staff to approach the Central
Lake Ontario Conservation Authority with the intent
of having CLOCA make application on behalf of the
Town of Newcastle for a grant from the Ministry of
Natural Resources as it relates to an Erosion Control
Program for Soper Creek; and
3. That the Central Lake Ontario Conservation Authority
be so advised.
BACKGROUND & COMMENTS:
Through our 1987 Capital Budget submission, staff identified the
need for a major Erosion Control Program for the Soper Creek
banks, in the vicinity of the Bowmanville Cemetery and the visual
Arts Centre. Representatives of CLOCA and the Community
Services Department met at the site during the spring of 1987 to
initiate the project. Conclusions were such that because of the
severity of the problem, (especially at the cemetery site)
normal gabion work was not sufficient and enginering drawings
would be required.

Quotes for the engineering work and estimates for the
construction were received from various firms. Current
estimates received February 1988 revealed that approximately
$95,000.00 was required to perform the necessary engineering and
gabion work.
In discussions with CLOCA, staff was informed that the Ministry of
Natural Resources provides funding for this type of project
through a grant program. (Soper Creek qualifies for this
program because of the spawning activity which exists within is
system.) Applications must be submitted through the local
conservation authority on behalf of the municipality and in turn
CLOCA requires a resolution of Council prior to making
application. If approved 450 of the total costs can be
recovered through this process.
Staff has included the remaining 550 of the estimated cost in
our 1988 Capital Budget, Cemeteries Division.
