SAFETY PROGRAM GRANT
MINISTRY OF TOURISM AND RECREATION
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That Report No. CS -01 -89 be received; and
2. That Council authorize staff to prepare and submit forthwith
to the Ministry of Tourism and Recreation, the
capital grant request for goal nets with breakaway
capabilities for the Darlington Sports Centre and
Bowmanville Recreation Complex facilities.
BACKGROUND & COMMENTS:
The Ministry of Tourism and Recreation are accepting grants
for the acquisition of Hockey Goal Nets with breakaway
capabilities in order to reduce injuries caused by players
colliding with stationary goal posts. The program is open
until January 16, 1989 and is designed to provide assistance
(in the form of 50/50 cost sharing with the applicant) to
convert arenas into safer places to play.

The Goal Nets with breakaway capabilities are designed through
the use of magnetic pins, to provide breakaway capabilities
for all age groups and levels of play. The Department of
Community Services is recommending that nets at both the
Darlington Sports Centre and the Bowmanville Recreation
Complex be replaced in order to provide a consistent and safe
environment for hockey players. The total cost to the Town
would be approximately $3,000. with equal funding coming from
the Ministry (breakdown of costs is attached). Funds for the
municipal portion of the costs will be addressed through the 1989
Capital Budget.
It is a requirement of the Ministry of Tourism and Recreation that
a resolution of Council authorizing staff to apply for a Capital
Grant accompany this application.
