It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That Report No. CS -02 -89 be received for information.
BACKGROUND & COMMENTS:
The concept of a Town -wide annual event (originally named "Festival
Harvest ") to promote as well as to unite the various areas of the
regional municipality was initiated by the Newcastle Community
Services Advisory Board (N.C.S.A.B.). Community Services Department
staff assisted the N.C,S.A,B, in facilitating two public meetings
early in 1988 to determine if there was any interest by local people
in this type of event and further to establish a Steering Committee
to develop the concept into reality.
Over the past year, the Steering Committee has expanded to deal with
various aspects involved in running a week -long event. Objectives
of the event are noted below:
1) To promote the Town of Newcastle incorporating the various
hamlets, villages, rural areas and urban areas of the Town.

2) To promote Tourism in the Town of Newcastle;
3) To promote the various groups and regions within the Town and
to show how diversified we really are;
4) To provide a means for fundraising for various groups (ie.)
hall boards, sports & cultural groups, service clubs; and
5) To have a celebration that's social, entertaining and FUN!
Questionnaires were sent out to all known community organizations
including sports groups, hall boards, service clubs, cultural and
historical groups to invite suggestions with respect to the events
timing, theme and if their groups would be interested in hosting an
activity.
From information gathered the Steering Committee decided on the name
"Heritage Week" with the theme of telling the world -- "about our
Past, our Present and our Future ". Recently the Committee
established a number of activities to take place for the FIRST
annual week to be held May 26 - June 3, 1989. (see Schedule I for
Events List). The Committee is continuing to strive to make sure
every hamlet, town and village is represented.
Local schools have also become involved with their students
presently working diligently at developing a Heritage Week Flag.
The Flag should be determined by the end of February. The School
Liaison for the Committee, Mr. Wally Pitt, is hoping that the
"heritage" theme will eventually become a 'teaching component' that
teachers of all grades will deal with at this time of year.
The Heritage Week Steering Committee has requested financial
assistance through the Municipal Grant application process. They
plan to utilize the money for promotion as well as to assist various
groups in initial costs for hosting events. It is anticipated by
the group that the money will be "seed money" to establish this

auooaI event. Present members of the Steering Committee (see
Schedule II for names and members) are meeting bi-weekly now to
prepare for this upcoming event.
Staff will continue to liaise with this Committee to assist them in
bringing their plans to fruition. With the enthusiasm and dedication
of the present Committee their event is certain to be a success.
