That Report No. CS -03 -89 be received for information. BACKGROUND & COMMENTS: At the September meeting of Council, Communication D19 (Attachment #1) was referred to Community Services Department for report. The communication requested that Council consider transfer of ownership of the land now owned by the Bowmanville Lawn Bowling Club to the Town. Following this direction staff met with Mr. Parise to conduct a site inspection and discuss the issue further with representatives of the Bowling Club. Subsequent to our meetings, staff was then requested by Mr. Parise to put the issue on "hold" for the time being, as the Lawn Bowling Club were submitting a grant application through New Horizons with the intent of receiving financial assistance from the Federal Government which would enable the Club to retain ownership of the property. ../2 GENERAL PURPOSE & ADMINISTRATION COMMITTEE REPORT NO. CS -03 -89 PAGE 2. Staff has now learned that the Club was successful in obtaining a grant and as a result the request for transfer of ownership of the land has been withdrawn (Attachment #2). Mayor .John Winters & Councillors, Town of Newcastle, 40 Temperance Street, Bowmanville, Ontario. RECEIVED AUG 2 9 ; 2;3 Your Worship and Members of Council:- The Bowmanville Lawn Bowling Club has been in existence since 1902 and is open to anyone. We are in need of funding to offset increased operating and general capital costs. The clubhouse and property need upgrading and repairs, property maintenance equipment i.e. mowers, watering system, etc. are approximately thirty years old and should be replaced. The cost for the above listed upgrading and new equipment is approximately $ 15,000.00. We have forty -six members, and our yearly membership fee is $ 40.00. The municipal taxes on our property is approximately $1,200.00. We raised our membership fee to $ 40.00 in 1988 but feel we cannot go any higher as most of our members are on a Senior's pension the income. .00 If anyone would like to participate and is not able to pay $ membership, they are still welcomed. The income now generated by club membership dues etc. will not allow us to pay municipal taxes and carry out the upgrading we feel is necessary to attract new members. We ask you to consider a transfer of ownership of the land to the Town and subsequently into an agreement to lease the facilities for a nominal rental. The Lawn Bowling Club would operate as a separate entity and be responsible for it's own operation. There are many Lawn Bowling Clubs in our District area that are owned by their respective municipalities, i.e. Oshawa, Whitby, Port Perry, etc. The clubs are responsible for their own operations and financial assistance is available to them. The Bowmanville Lawn Bowling Club has several district tournaments each year attracting bowlers from clubs throughout the district i.e. Port Hope, Cobourg, Lindsay, Port Perry, Peterborough, Stouffville, Oshawa, Cannington and Whitby plus many visitors who have participated from England and Scotland this year. The Bowmanville Lawn Bowling Club is an asset to the Community both commercially and socially. We ask you to please carefully consider this proposal. Yours very truly, On Z;V 1 r Frank P. We feel this grant will enable us to retain ownership of the club and carry on our activities for years to come. I wish to thank Mayor Hubbard and Council for their kind consideration of our previous proposal, and also for the help you and your staff have offered in the future.
