USAGE OF THE BOWMANVILLE RECREATION COMPLEX
MULTI PURPOSE ROOM
RESOLUTION NO. GPA- 312 -89
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following:-
1. That Report No. CS -08 -89 be received for information.
BACKGROUND & COMMENTS:
The construction of the multi purpose component of the
Bowmanville Recreation Complex reached substantial completion on
December 2, 1988. From this date to years end, a total of seven
(7) dates were booked at the facility. (Please refer to
Schedule I attached for a detailed breakdown).
It should be noted, that because of the uncertainties of the
opening date of the multi purpose component due to construction,
staff were not able to accommodate all requests for use of the
facility.
Schedule II attached summarizes bookings confirmed at the multi
purpose facility for the current year 1989. Staff is confident
that increased usage of the facility will be realized as the
public becomes more aware of what we have to offer.

With respect to concerns from the public received by staff and by
members of Council, Community Services staff have reviewed our
rates with those of similar facilities within the Municipality
and across the Region. Schedule III displays a comparative chart
noting the rates of other facilities, the respective capacities,
identifying a per capita cost for each. It should be noted that
these costs vary from $1.00 to $1.54 per capita with an average
of $1.14. The per capita rate for the multi purpose facility is
$1.13.
It is also worthy to mention that proceeds from the operation of a
bar during any event go directly to the party renting the
facility, as such providing a source of revenue to offset any
rental charges. This is not the case in the majority of the
facilities available with the Town.
In addressing the operation of the multi purpose facility staff
has also received many concerns related to the lack of a kitchen
facility which can accommodate the preparation of a full course
meal. Possibilities for expansion of the existing kitchen
facilities is currently under review and a report dealing with
this issue outlining associated costs will be forthcoming.
