it is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following : -
1. That Report No. CS -14 -89 be received for information.
BACKGROUND & CODM ENTS :
March 13 through 23, 1989 gave school age children the
opportunity to occupy their additional free time experienced due
to the School Break with a wide variety of recreation /leisure
activities presented by the Town of Newcastle Community Services
Department. This years program was designed to incorporate
several underlining goals including "achieving maximum
participation in a safe, controlled environment and providing a
'full day program' to allow parents to continue their regular
working schedules without disruption ".
A wide range of programs as described in Schedule I were
developed in cooperation and coordination with the Visual Arts
Centre, the Newcastle Library and the Newcastle Y.W.C.A. In
addition to traditional activities such as skating parties, arts
and crafts, swimming, movies and bowling, new events and trips
such as the pre -teen dance and the trip to the CN Tower's Tour of
the Universe complemented the previously successful programs.

Staffing
This year, staff from the Aquatics Section were utilized to run
events with some assistance through the Community Services Order
Program and parent volunteers. Although the use of paid staff
increased fees for the participant, no complaints were received
from the community. In return, staff believed the programs were
run in a more effective and safer manner because of the planning
and training paid staff were scheduled to go through.
Budget
The intent of the March Break Program is to offer a break -even or
zero -based budget program. This year an expense of $414.00 was
experienced in the program. However, $370.00 in expenditures were
directed as revenue to the Department through facility rentals
creating an actual net expenditure of $44.00.
When one compares this cost with the opportunities provided to
1,082 participants of the program the cost is negligible.
The true success and popularity of the sixth Annual March Break
Program indicates once again the importance and service that these
opportunities provide to the residents of Newcastle and the need
to continue and possibly expand this type of program in the
future.

10:1. Adults interested in attending events should also
register or call 623 -3379, ext. 285 to volunteer for

expected to bring a packed lunch each day (except for
the Ganaraska Forest Centre).
