That Report No. CS -18 -89 be received for information. 1.0 BACKGROUND: 1.1 Communication has been received dated April 24, 1989 (Attachment #1) from Mr. R.D. Clow, Conservation Areas Manager of the Central Lake Ontario Conservation Area. C.L.O.C.A. are proposing to undertake an Outdoor Recreation and Feasibility Study in 1989 in order to determine present and future recreational needs and opportunities through theirs and other agencies. The study is funded by the Ministry of Tourism and Recreation and the Ministry of Natural Resources. The Study Team is to be represented from all sectors of the user base within C.L.O.C.A.'s catchment area and will provide an overview and guidance to their outside consultant. C.L.O.C.A. has requested that a staff member be appointed to the Study Team. ../2 901 REPORT CS-18-89 _ 2 _ June 5, 1989 2.0 REPORT: 2.1 It is planned that a Study Team comprised of C.L.O.C.A. staff and staff of other agencies will establish definitively the leisure trends, areas of influence, target populations, the facilities presently provided and which are likely to be provided in the future. With this Study the Conservation Authority will provide an updated and coordinated strategy for area development and improve opportunities for provincial funding in Durham Region. The Town of Newcastle through its participation will be able to influence and flavor the type of services provided regionally. The Study will keep the local municipalities and the Conservation Authority apprized of each others present and future responsibilities and thereby eliminate potential overlapping and duplication of services. 2.2 To the end Mr. Jim Cameron, Operations Superintendent for the Community Services Department has been appointed to join the Study Team. DP APR 27 1989 TOWN O� i, rEWCASTLE Community Services Dept, This Conservation Authority is proposing to undertake, in 1989, an Out- door Recreation and Feasibility Study. This study would pertain to the Conservation Areas and is similar to studies conducted by several adjacent Authorities. It would advise as to the anticipated future use of the Areas and the type and size of facilities required to meet the needs of this use. In addition to examining present and future public use and facility supply the study would also review demand /supply as it pertains to other agencies and other organized users /suppliers of leisure /recreational opportunities, with a goal of possible co- operative planning for facility development. The desired outcome of the study would be the production of an overall strategy for the timing and type of Area development projects with a companion updating of Conservation Area masterplan conceptual plans. In addition to providing an updated, co- ordinated strategy for Area development the completion of the study would have the effect of improving opportunities for provincial funds to flow into the Region of Durham. The study would be funded in part by the Ministry of Tourism and Re- creation and the Ministry of Natural Resources and would be commenced im- mediately after receipt of the Region's approval of the Authority budget. An introductory briefing meeting is anticipated for early May with required meetings scheduled after that date, as needed.
