BOWMANVILLE RECREATION COMPLEX
DEVELOPMENT - PHASE II
PRESENTATION OF SITE PLAN - (STAFF)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose & Administration
Committee recommend to Council the following:-
1. That Report No. CS -25 -89 be received;
2. That Council endorse in principle the revised site plan for the
Bowmanville Recreation Complex; and
3. That Council endorse the second phase development plan (2 ball d
and skateboard facility).
1.0 BACKGROUND:
1.1 In conjunction with the 1989 Capital Budget deliberations, staff
funds to initiate the second phase development of the Bowmanvill
Recreation Complex.- This phase is to incorporate the developmen

2.1 During discussions with Phillips Barratt Kaiser Engineering Limited our
design consultants, the need to re- examine the potential of this site was
identified.
Subsequently, staff and our consultant have as a part of an ongoing process
reviewed the original plan of the site, which provided for four (4) ball
diamonds and are recommending an alternate plan for ultimate development of
the Bowmanville Recreation Complex site.
2.2 With this in mind, staff instructed our consultants, to prepare a design
which allows for the development of two (2) major level ball diamonds,
complete with subsurface drainage, irrigated fields, floodlights and
bleacher seating. Also included in the design is a skateboard facility
which staff is recommending to locate at the Complex site, and a synthetic
skating surface. These components as previously mentioned have funds
provided for development in 1989 with the exception of the synthetic
skating surface, where provision has been made to establish a reserve
fund committed to this facility component.
3.0 FUTURE DEVELOPMENT POTENTIAL:
3.1 If approved, this design will provide suitable acreage for a variety of
additional components which can be considered in future development phases
of the Complex.
3.2 It is staff's intent, that during the Master Plan Update process a variety
of facility options will be investigated as to their potential and
expressed need.
3.3 The revised plan addresses a number of possibilities for consideration
identifying a seniors complex /viewing deck; botanical garden; a library/
theatre /lecture hall; a passive area, incorporating a floral display,
rock garden, water fountain and cascade; a concession booth and washrooms,
and expansion to the parking facilities.

4.0 COMMENTS:
4.1 With approval of this report, staff will initiate tender calls for the
development of the northwest section of the site incorporating the two
(2) ball diamonds and skateboard facility. Depending on the growing
conditions we could anticipate offering the ball diamonds to the public
for use as early as 1990. The Skateboard Facility is anticipated for use
this Fall.
4.2 Currently staff is investigating and reviewing the feasibility of a
synthetic skating surface for this site. A subsequent report to Council
dealing with this component is forthcoming.
