It is respectfully recommended that the General Purpose & Administration
Committee recommend to Council the following : -
1. That Report No. CS -26 -89 be received; and
2. That the Mayor or her designate congratulate Ajax for their success
in the Challenge by formal presentation of a 'Town plaque (and return
of the Ajax flag) at an upcoming Ajax Council Meeting.
1.0 BACKGROUND:
1.1 On Wednesday, May 31, 1989 Participaction Challenge Day was held across
Canada. More than 4 million Canadians took part in Canada's largest j
participatory event in a nation -wide celebration of fitness. As
Council was made aware in an earlier report by staff (CS- 17 -89), New-
castle took part in a mini -- challenge with Ajax, Pickering and Uxbridge.

2.0 RESULTS
2.1 There were 13,537 Newcastle residents who participated in the Challenge
which was 34.97% of our registered population figure of 38,700. This
percentage placed us third in the Durham Region mini-challenge as noted
below:

2.2 As required by Challenge Day rules, we flew the Town of Ajax flag for
the remainder of Canada's Fitweek (June 1 to 4).
2.3 A total of 387 communities across Canada took part in the Challenge
with an average of 49.17% participation. Provincially, Newcastle
placed 55th. of 82 communities involved.
3.0 NEWCASTLE EVENTS
3.1 A number of special events were held to encourage participation in-
cluding 'Catch the Wave' at the Fitness Centre, Noon-hour Fitbreaks
and Action Painting at the Town Hall and Evening Events (square-
dancing and ball hockey) at the Bowmanville Recreation Complex.
3.2 Staff were generally disappointed with the level of participation
throughout the municipality. However, children from Central Public
School took advantage of the planned activities and enjoyed the Fit-
break and Action Painting as- seen - -in the photographs (see Schedule I)
4.0 STAFF COMMENTS
4.1 In discussions with the municipalities who were successful, a large
amount of planning and staff time goes into this event. For example,
Ajax has a staff person completely committed to planning events for this
week from November up until the event happens.

4.2 If Council wishes to participate in this event in future years,
consideration should be given to staffing and funding to make this event
more successful, and ultimately, to involve more Newcastle citizens in
this special event. Further, design for a Tnum flag may be considered in
the event that we win the mini-challenge.
