ONTARIO HYDRO - SOCCER FIELDS AGREEMENT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose & Administration
Committee recommend to Council the following:-
1. That Report No. CS -27 -89 be received;
2. That the Mayor and Clerk be authorized forthwith to enter into agreement
with Ontario Hydro for the use of the sport fields;
3. That Suzanne Stickley, Community Relations Officer, Darlington Generating
Station be informed of action taken by Council.
1.0 BACKGROUND:
1.1 Subsequent to receiving endorsement of Council and Ontario Hydro, Council
at its meeting of January 12,_ 1987 approved Resolution #C -29 -87
(Attachment #2) which allowed for the development of soccer facilities on
Ontario Hydro Property (Darlington Generating Station) to be funded
through the Station Account "B" of the Community Impact Fund.

1.2 Since that time, construction has taken place, and staff are now satisfied
that the fields are satisfactory for use by our residents and recommend

an agreement be entered into between the Town and Ontario Hydro for
the use, maintenance and liability of the property in question.
2.0 COMMENTS:
2.1 Anticipating the use of these soccer fields as of July 1, 1989 the
Darlington Youth Soccer League has requested dates throughout July, August
and September to accommodate their league and play-off games commencing
July 3, 1989.
2.2 Department staff has made provision and is prepared to assume maintenance
of the property upon receiving approval of Report No. CS-27-89.

Re: Soccer Fields- Lot 24 Broken Front Concession, Former Township of
Darlington, Park Lease and Supplementary Agreement with Ontario Hydro
Dear Mr. Kotseff,
In the absence of meetings of the Ontario Hydro/ Town of Newcastle
Liaison Committee, I am writing to request that the Corporation of the
Town of Newcastle take action regarding the soccer fields on the Ontario
Hydro Darlington site as described in the attached Hydro Liaison
Committee recommendation, adopted by resolution of the Town of Newcastle
on January 12, 1987.
Recently I have had a number of conversations and meetings with
Town Community Services staff and soccer organizers who have planned to
have the fields in use as of July 1, 1989. All actions have been
completed by all parties as per the Council resolution of January 12,
1987. All the documents necessary to finalize the property use by the
soccer players have been turned over to your Community Services
Department. When the Town executes the Park Licence, resolves to execute
Supplementary Agreement #16 and deals with Ontario Hydro Invoice
#118066, the soccer players will be able to use the fields immediately.
These fields have been developed for the benefit of the people of
the Town of Newcastle in a spirit of co- operation between the citizens,
the Town staff and Ontario Hydro. I hope that all parties who have
worked so hard on the development of these fields will soon have the
pleasure of seeing them in full use by the people of the Town of
Newcastle.

That since the Darlington Generating Station Information Centre serves Othe
Newcastle community in many ways; such as a tourist information centre, a
community meeting /,gatherin
9 facility 'and a community information centre;
And since the meeting space in the Centre is limited to the Auditorium
facility or q very small conference room;
Therefore be it resolved that this committee recommends to the Council of the
Town of'Newcastle that a sum :of $45,000.00 be drawn from the community impact
agreement through Station Account "A" to cover half the cost of additional
meeting, public reference and office facilities, and that a supplementary
agreement to that effect be drawn up.
5. SUPPLEMENTARY AGREEMENTS #18, #19 and #20.
That the following Supplementary Agreements be forwarded to Council for approval:
Supplementary Agreement #18 - Advancement of Improvements to the Library System;
Supplementary Agreement #19 - Advancement of Improvements to Administration Facilities.
Supplementary Agreement #20 - Advancement of Improvements to Arena Facilities in
the Town.-of Newcastle.
6. WORKSHOP RE DECLINING WORK FORCE
Friday, January 23, 1987, 10 :00 A.M. Darlington Information Centre has been set
for the workshop to discuss the impact of declining workforde by Ontario Hydro.
7. COMMUNITY IMPACT FUND REPORT
That the Community Impact Fund report be received for information.

2. ECONOMIC DEVELOPMENT AND EMPLOYMENT OPPORTUNITIES RELATED TO
THE DECLINING WORK FORCE AT ONTARIO HYDRO
That the Confidential proposal submitted by Mr. Kotseff be investigated.
further by Ontario Hydro and the Town and brought up at the next meeting; and
That a staff to staff meeting between Ontario Hydro and the Town of Newcastle
be arranged as soon as possible.
3. SOCCER FIELDS
That the written report re: completion of soccer fields on Hydro property -
Supplementary Agreement #16, be received; and
That this Liaison Committee recommend to Council that no bids for 1andscaping
soccer fields on the Darlington G.S. property be approved at this time; and
That this Liaison Committee also recommend that Ontario Hydro Construction forces
undertake the landscaping work on the site and that the cost, estimated at
$140,000.00 be paid through Station Account 'B' of the Community Impact Fund, and
That a supplementary Agreement #16 be drawn up providing for 'payment for soccer
field landscaping by Ontario Hydro upon an invoice submitted to the Town and
providing for rental arrangements for the soccer field property once all
construction work on the land is completed.
