HomeMy WebLinkAboutCS-29-89TOWN OF NEWCASTLE REPORT File # Res. # By -Law # NEVI: GENERAL PURPOSE & ADMINISTRATION COMMITTEE DATE: September 18, 1989 REPORT CS-29-89 RECREATION /LEISURE SERVICES MASTER PLAN - STEERING COMMITTEE RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following: - 1. That Report No. CS -29 -89 be received; 2. That a Recreation /Leisure Services Master Plan Steering Committee be appointed; 3. That Council endorse representation on the Steering Committee from the Clarke Township Museum & Archives, the Bowmanville Museum and the Newcastle Community Services Advisory Board; 4. That Council request the Newcastle Community Services Advisory Board to appoint a member to serve on the Steering Committee; 5. That Council request each of the Museum Boards to appoint the respective Curators to serve on the Steering Committee; 6. That the Director of Community Services, the Program /Community Relations Director, the Operations Superintendent and the Long Range Strategic Planner be appointed to serve on the Steering Committee; 7. That an elected official be appointed to serve on the Steering Committee; and 8. That a copy of Report CS -29 -89 advising of action taken by Council be forwarded to the Newcastle Community Services Advisory Board and the Museum Boards for information. ../2 REPORT CS -29 -89 - 2 - September 18, 1989 1.0 BACKGROUND: 1.1 Subsequent to Council's approval of Report CS -11 -89 on April 24, 1989 staff have been preparing a list of current issues related to leisure services in order to prepare comprehensive Terms of Reference for a Recreation /Leisure Services Master Plan. The Newcastle Community Services Advisory Board were also asked for their input with respect to the Terms of Reference. 1.2 When the original Recreation Master Plan was prepared, the process involved an examination of the services provided by each of the Museum Boards. Staff is recommending that Council endorse representation from each of the Museums on the Steering Committee which will provide Council and the respective Boards with current information and recommendations related to the Museums' operation. 2.0 FUNDING: 2.1 Staff have been investigating the potential for subsidization of the planning study through the Ministry of Tourism and Recreation. There is potential funding of up to 75% through the Community Recreation Development program. With Museum involvement there may also be funding through the Ministry of Culture and Communication. 2.2 Our Ministry Consultant has suggested, however, that funding of the study and subsequent capital projects which may occur is strongly dependent on community involvement into the study. Consequently, it is recommended that a Steering Committee be established to ensure community involvement and future funding from the Province. 3.0 PROPOSED STEERING COMMI= 3.1 In order to have a balanced and experienced Committee to determine the Terms of Reference and yet keep the group small enough for efficiency and effectiveness, staff is suggesting the following make -up to form the Master Plan Steering Committee, for the consideration of Council. ../3 i IOID0BT CG-29-89 - 3 - September 18, 1989 MASTER PLAN STEERING COMMITTEE: 3 Senior Community Services Department Staff l Long Range Strategic Planner, Planning Department I Elected official l Newcastle Community Services Advisory Board Member 2 Curators of the Museums (BovmauviIIe and Clarke) mayor - Ex Officio Member 3.2 The Steering Committee would be involved, not only in determining the Terms of Reference for recommendation to Council, but also selection of a consultant as well as working with the successful consultant throughout the Study. 4.0 CRITICAL PATH 4.lToestablish some guidelines related to timing, ScheduleIof this Report indicates a proposed critical path for completion of the Study. These time frames are only guidelines which may not allow for situations that may n000z from outside sources (ie. Ministry grant process and successful consultant's process). However, this will provide Council with a general outline of the Master Plan process.
